Most notices bundle design with build, hosting and a multi-year support period rather than splitting them into separate lots. A council replacing its site usually asks for accessibility compliance (WCAG), content migration from an old CMS, and training for an internal web team. Universities and arms length bodies more often add a content management system replacement on top, since their existing CMS is going out of vendor support.
