About adding context and requirements test Pre-market engagement N/A Work done so far In collaboration with the previous supplier we have completed some of the modernisation project successfully which updates the Unilink backend infrastructure to a PaaS (Platform as a Service) for OS and MI (Managed Instance) for SQL database backend to provide key benefits: Scalability, Performance, Security, Support & Maintenance, Cost Effectiveness. Which phase the project is in Alpha Existing team The MOJ PFS Tech Ops team includes senior infrastructure engineers, and delivery/Ops manager and Service Lead. Address where the work will be done Work is performed off site however presence for meetings or workshops maybe required and will be either at the Canary Wharf or Petty France offices. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work EUC Prisoner Facing Services require a Supplier managed services team to continue providing the Microsoft Azure Cloud Infrastructure and support. The Supplier’s services shall include the delivery of the main modernisation project along with smaller work-streams to deliver the overall outcome, as follows: - Continue to work with TechOps in creating a Dev environment for new modernisation environment before migration. - Provide a clear test plan and Dev environment to perform functional testing. - Create the new pre-prod & production environments and set out a detailed migration plan for the entire LaunchPad estate to migrate to the new modernisation environment . -Maintain and update Infrastructure design and Security Documentation and share with MoJ. - Provide support to the TechOps team with the new modernisation environment including active management and alerting on these environments, which should be aligned with MoJ standards. - Provide security & vulnerability management of infrastructure. Maintain and share security risk assessments with The MOJ. Supplier will continue to help maintain the service and smooth operation of launchpad services within the Ministry of Justice (MoJ). Ensuring the continuous availability of these services is essential for business as usual delivery as any disruption would have a substantial impact, particularly on prisoner-facing services and prison operations. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Justice Digital (MOJ) Why the work is being done The LaunchPad device programme is a high-profile service which will allow service users (residents) residing in specific youth custody and general prison institutions to access a number of digital services and applications via a laptop device that will provide both residents and the HMPPS with a number of key benefits. Benefits include access to site specific and educational content. As well as a number of software applications such as the capability of ordering of meals directly from the canteen for pre-set mealtimes rather than using paper-based systems. These Transactional Services give prisoners more control of aspects of prison life. MoJ is currently running a modernisation project to address an End-of-Life OS risk and to deliver a modern cloud-based platform as a service (OS) and managed instance (Database) environment. A Supplier team with SME knowledge is required to assist TechOps team with the delivery of the modernisation project, continuous improvement and managed cloud support for MOJ’s Digital Prison Unilink Environments. The supplier will also provide development of the service, managed service support, testing and training development services for LaunchPad Technology programme and other related programmes. The business problem you need to solve Manage with delivery of an the PFS modernisation project which in main is addressing an end-of-life issue on the current server infrastructure and an opportunity to migrate to a Platform As A Service(OS) & SQL Managed Instance (DB). - PaaS, SQL MI & AVD solution; work with MOJ and Unilink to continue to develop and build the new environment based on a PaaS solution, including the production of relevant design documentation e.g. HLD, LLD and project plans - Test & Migration solution; work with MOJ and Unilink to develop and build the new environments based on the PaaS solution. Migrating away from legacy applications to digital services and assisting with remediation where necessary. Please can you explain what is meant by 'remediation'? As we move to more Cloud based technology and working with application providers sometimes, we may face situations where issues occur, on these occasions we expect the supplier to leverage from their teams SME knowledge and partner with MoJ to remediate the issues. Is the scope of this contract to provide development and support for the Cloud Platform only, or does the scope include development and support of the EUC services and web apps deployed on the platform? This contract does not pertain the MoJ’s Cloud Platform which is hosted in AWS, it is a separate environment hosted on Azure. As some of the modernisation project has been completed with an existing supply, what is the reason for this tender now? The existing contract is coming to an end and the modernisation project has on-going requirements which include but are not limited to, continued support of the modernisation project to delivery, SME support of the overall solution and on-going reviews of the current environment and to provide input into for enhancements. Even though it will be a cloud service, patching will still be a requirement and delivered through automation services. Good afternoon, Can HMPPS please confirm who the previous supplier was – referenced in “ocds-pfhb7i-52545-FC-DOS 6 FC L1 Bid Pack - Attachment 1 Statement of Requirements” and are there any suppliers delivering work in the current Alpha phase? This is a replacement of existing contract, awarded in March 2022, and the incumbent has been delivering work on the Alpha phase. Each section has four embedded questions, each of which we assume we are to answer within 750 characters (4 x 750 characters per section) however the format of the response prevents this approach, so we would be grateful for clarity. The response per question is a 750 character count (including spaces). Responses should start with the corresponding question number (1,2,3 etc) and the 750 character count will be measured for each individual response and spaces between each answer will not be measured in the character count.
