Tender description

Bridgend County Borough Council (BCBC) wish to appoint a suitably experienced main contractor to undertake remediation works to potentially 104 homes in Caerau, Maesteg. The remediation work is required to address legacy issues created through previous domestic energy efficiency schemes delivered in 2013 in Caerau. The work is to be carried out in accordance with the PAS: 2035 specification for ‘whole-house’ retrofit and to install the new External Wall Insulation (EWI) and Internal Wall Insulation (IWI) in accordance with PAS: 2030 (2019). The Main Contractor will need to demonstrate a strong track record of successful delivery in these types of remediation and energy efficiency projects and clearly show compliance with the standards laid out in PAS: 2030 and PAS: 2035. A Retrofit Assessor has been procured to undertake surveys ahead of the appointment of a Main Contractor later in the year to carry out the works. A Resident Liaison Service (RLS) provider has been procured and is actively engaged in providing efficient communication between the residents and the project team. A Clerk of Works will be appointed to inspect the woks at various stages of delivery. The main contractor will ensure suitably qualified site management personnel to liaise with the clerk of works. The main contractor will be required to undertake the works in accordance with the PAS: 2035 specification for ‘whole-house’ retrofit and to install the new energy efficiency measures (EEMs) in accordance with PAS: 2030 (2019). The main contractor will be responsible for the appointment of the Retrofit Co-ordinator and Retrofit Designer and will be suitably qualified with a suggested minimum Level 5 Diploma or equivalent from a certified training body. Note: All products will be procured by the main contractor and that the Retrofit Designer will liaise closely with the Clerk of Works to agree products specified as well as any changes to the specification, ahead of works proceeding. The Project Start is scheduled for October 2023, with a Project Completion of March 2025. Note; there may be an option to extend the contract beyond March 2025.
