Tender description

The framework agreement is for the provision of a wide range of construction related property maintenance services for the 6 NI Regional Colleges (Belfast Metropolitan College – BMC; Northern Regional College – NRC; North West Regional College – NWRC; South Eastern Regional College – SERC; Southern Regional College – SRC; and South West College – SWC) including planned preventive maintenance, reactive maintenance and minor works. The contract will be for a period of 4 years with a break clause at the end of year 3 which may be exercised at the contracting authority’s discretion. A framework agreement for the provision of a wide range of construction related property maintenance services focused on planned preventive maintenance, reactive maintenance and minor construction works as follows: — Planned preventative maintenance (PPM) Comprising the regular routine inspection, testing and servicing of plant and equipment. The works will primarily be valued on the basis of a tendered sum for each system in each building. If required, this will also include low value remedial works which will be valued on the basis of tendered rates for labour and parts. — Reactive maintenance Reactive maintenance is where the economic operator undertakes to respond to individual task orders for repairs or maintenance to buildings, equipment, mechanical and electrical systems in compliance with all relevant statutory, regulatory, and other authoritative requirements, task orders will typically be issued by the client where the initial forecast total of the prices for the task does not exceed GBP 5 000. Such task orders will be priced using hourly rates from the price list and invoices as specified in the service information. Reactive maintenance is a 365 day/24 hour service. The economic operator provides access to a fully staffed, supervised help desk for all service enquiries and reporting 24 hours per day 365 days per year. — Minor construction works Minor construction works projects are works where the economic operator undertakes to deliver building, mechanical, electrical and/or specialist construction works projects to meet specific client requirements. The works are undertaken in compliance with all relevant statutory, regulatory, and other authoritative requirements instructed in the task order, where the forecast total of the prices for the task does not normally exceed GBP 500 000. Minor construction works will be priced in accordance with the PSA schedule of rates for building works.
