Tender description

Appointment of a main contractor for the construction of the new National Soil-Foundation-Structure Interaction (SoFSI) Facility at the University’s campus at Langford. This is a repeat of the previous contract notice for this project as a result of the University restarting this procurement procedure. The University of Bristol requires a main contractor to construct a new research facility (the National Soil foundation-structure interaction (SoFSI) Facility) at its Langford campus. The new facility will: — have Gross Internal Area of approximately 630 m2, — have a steel frame superstructure, concrete block walls and timber cladding, — have highly reinforced specialist substructure including pit walls and strong floor, — house a 6 m x 4 m seismic testing table and 5 m x 6 m x 4 m deep test pit, — house highly sensitive scientific equipment which requires high-precision substructure works. The construction budget is ~5 000 000 GBP. The University intends to appoint a main contractor in January 2020, with a start on site in February 2020 and defect free handover in early Spring 2021. The University is following a single-stage tender to appoint the contractor, with this procurement following the restricted procedure. The process is further explained here (and in full detail in the procurement documents): 1) Any economic operator may submit a request to participate in this procurement by responding to the qualitative selection criteria. These criteria are based on the PAS91 construction pre-qualification questionnaire, plus additional University of Bristol supplementary questions where suppliers are required to demonstrate previous experience of delivering similar projects; 2) Following its assessment of the information provided (in line with the criteria set out in the documents), the University will issue an invitation to tender to the highest scoring suppliers; 3) The invitation to tender will be a single-stage tender (following completion of RIBA Stage 4 by the design team), with the invitation including full details of the project; 4) Responses to the ITT will be evaluated to determine the most economically advantageous tender, based on the award criteria set out in the ITT. The University is currently progressing detailed design and intends to issue invitations to tender following completion of RIBA stage 4 in early September 2019, to those suppliers shortlisted following this PQQ stage. This is a repeat of the previous contract notice for this project as a result of the University restarting this procurement procedure.
