Tender description
Why the Work is Being Done This work is to be done in support of the Defence Support Network (Information Services) (DSN(IS)) sub-strategy. This sets out the ICT response to departmental and operational needs in the context of wider Government imperatives and provides a guiding view of how logistics can meet the challenges and opportunities provided by digital technologies. The Defence budget remains challenged and digitisation provides opportunities for achieving ‘more with less’. DSN(IS) will seek to transform the existing portfolio of legacy systems and applications. This will optimise the applications of today and add capabilities for the future capitalising on industrial and academic innovation. Problem to Be Solved To provide project support and delivery of products associated with the Initial Gate Business Case (IGBC), to enable the Discovery phase. The high level tasks will include 1) Project support including schedules and risk management 2) Validation and development of DSN(IS) assumptions 3) Production of a Digital Service Cost Model 4) Benefits Map and assessment of benefit values for core DSN(IS) capabilities 5) Concept of Analysis (COA) to support future production of an Investment Appraisal (COEIA) and Operational Analysis Support Paper (OASP) 6) Draft DSN(IS) CONEMP and CONUSE documents 7) Production of an outline IGBC. Who Are the Users The Defence Logistics Directorate require a provider with both experience and in-depth specialist technical, strategic and commerical skills to enable a successful IGBC submission for Defence Support Network-Informaiton Services. (DSN-IS). Defence is moving towards a Service Integration and Management (SIAM) based (or hybrid of) multi-vendor model . This move is aimed at driving better value for money, improved service, greater agility and ultimately better customer satisfaction. This requires delivery of the DSN-IS Project and Programme Management activities including the IGBC, COEIA and MGBC. Work Already Done The Defence Logistics Information Enablers Vision and Strategy. The Defence Support Network - Information Services (DSN(IS) Review and High Level Statement of Requirement. The DSN(IS) Sub Strategy and supporting report. Existing Team The provider will be expected to work closely with a team within Defence Logistics and staff within the Defence Equipment and Support (DE&S) organisation primarily the Support Chain Information Service (SCIS) Project Team as product owners and subject matter experts. Current Phase Not applicable Work Location MOD Abbeywood, Filton, Bristol, BS34 8JH Working Arrangments The supplier will work closely with the MOD teams in Bristol. It is anticipated that whilst most work will be conducted remotely regular contact with Defence Logistics (DL) is maintained. The contractor will base some resource with the DL at key points throughout the engagement. The cost of attending any meeting or performing tasks away from the contractors premises shall be borne by the future contractor. The supplier will submit weekly reports to the Service Manager regarding the status of the project, achieving key milestones and issues that may impact on timescales and cost. Significant updates required as necessary. Security Clearance SC must be in place prior to contract commencing due to nature of projects. SC status must be valid for duration of contract.
