Tender description

Network Rail requires the supply of Indirect Infrastructure Materials and Consumables, specifically distributed items - items currently supplied to Network Rail via a distributor or items with small volumes or items for which Network Rail does not require a direct relationship. Network Rail wants to assess the feasibility of procuring these items from either a single, multiple or a consortium of suppliers, with the intention to reduce piece part price and the cost of the physical supply chain infrastructure. It is envisaged that this will include, but not be limited to, working with the Routes on alternative or new products and innovations through appropriate incentive mechanisms. Network Rail does not wish to be prescriptive in specifying the solution but wishes to create a framework within which suppliers have the flexibility to use their skills to design the best solution. Rail delivered materials represent (£200m) and road delivered materials (£150m). Of the £150m road delivered materials, £35m are procured from 250 suppliers creating approximately 40,000 orders, across circa 15,000 items. The expected scope of requirements could include: — product range management including product catalog incorporating Network Rail catalog numbers. — data management e.g. Product Lifecycle Management (PLM), PADS (Parts and Drawing system) and obsolescence management. — new product introduction and obsolescence management (Product Lifecycle). — order management, including order processing, order expediting, order queries, pricing, order acknowledgment and supplier payment. — supplier account management. — goods In/Goods out (order receipt), management of warranty, quarantine, item quality in accordance with NR supplier charter*. — inventory management of product range and supplier to own all inventory until issued to Network Rail. — logistics operations to deliver materials to stocking location or point of use. — design and integration of software solution, including the maintenance and operation of ordering software/hardware solutions. — the provision, maintenance, and operation of physical and systemic logistics solutions, including innovation such as barcoding and smart-lockers and other technologies as appropriate. — management of Network Rail end-user queries, issues, and customer account management. — provision of technical product knowledge. — provision of technical on-site support. — management information reporting (KPI, product safety, customer satisfaction, stock availability, whole life cost). Purpose: — to enable Network Rail to focus on the management of more strategic items and suppliers to improve performance, availability, reliability, and safety of the items they supply. — to reduce the number of procurement transactions and the associated costs in supporting systems by transferring responsibility to the supply base. — to utilize a smaller cohort of suppliers, who are appropriately incentivized, to utilize their knowledge and expertise in finding better solutions to the planning, production, storing, distribution (to point of use) and the supply of the right product for the right application. — to improve the customer experience of managing and using items, whilst having an input into the supplier relationships and being able to contribute to finding solutions to problems and issues. — to take cost out of all elements of the supply chain e.g.by avoiding duplication of unnecessary resources, and to take cost out of products supplied. Network Rail will encourage interest from the collaboration of companies such as consortia or joint ventures providing there is a clear legal entity and lead. We would require that any company only participates in one collaboration.
