Tender description

PHE Science Hub — Main / Tier 1 Construction Contractors (Important notes regarding PQQ Industry Day and PQQ process — see VI.3) ‘Additional Information’) — consisting 4 distinct lots: Lot 1 — New Build High Containment Bioscience Laboratory Building; Lot 2 — Refurbishment of Mixed use Laboratory Buildings; Lot 3 — Arrivals, Administration and Logistics Buildings; Lot 4 — Site-wide Infrastructure and External Works. PHE will follow the 2 Stage Open Book model (see VI.3) for more information on this). PHE is inviting prospective Tier 1 contractors to bid for 1 or more Lots. PHE will apply a restrictive interpretation of the Competitive Procedure with Negotiation (‘CPN’) for a number of key reasons. — The limitation of the restricted procedure and the inability to discuss isolated commercial issues should they unexpectedly arise; — This limitation is considered contrary to the interests of a viable procurement process; — Conversely, neither does PHE wish to run a protracted or costly process; — Therefore PHE is proceeding with a CPN, only relying on the flexibilities built into that procedure, should this become strictly necessary. The Contracting Authority reserves the right to award the contract on the basis of the initial tenders without conducting negotiations. If a need for negotiations is identified then these will be limited to a number of common key areas identified by PHE as part of the evaluation of the initial tenders. All bidders will need to complete and submit a Confidentiality Disclosure Agreement (CDA) in order to receive a pre-qualification questionnaire (a ‘PQQ’) (the latter being based upon the PAS 91 format) plus associated appendices. All legitimate bidders who submit a properly completed CDA by 5.8.2016 will receive a PQQ on 10.8.2016. A bidder submitting a properly completed CDA on or after 5.8.2016 will receive a PQQ within 3 days of CDA receipt. In all cases the PQQ submission deadline remains as stated in IV.3.4) The final date for receipt of a completed CDA is 25.8.2016. The Contracting Authority intends to use an eTendering system in this procurement exercise. Please see paragraph III.2 (Conditions for Participation) below for further details. It is envisaged that 5 bidders per Lot will be invited to tender.
