The purpose of this Prior Information Notice (PIN) is to initiate a market engagement exercise for the procurement of a Main Works Contracting Partner to deliver an extensive refurbishment of the House of Commons Northern Estate. The Northern Estate Programme (NEP) comprises the properties Norman Shaw North, Norman Shaw South, 1 Derby Gate, 1 Parliament Street and Canon Row residences. The approximate total internal area of all the buildings combined is circa 30 000 m². Subject to both Houses making a decision in principle that would require the provision of temporary accommodation, the Contracting Partner may also be required to deliver decant accommodation and / or enabling works for the Palace of Westminster Restoration and Renewal Programme. The Northern Estate refurbishment programme, anticipated to be delivered over a 3-4 year period, is required due to the age and fragility of the buildings' M&E services, poor environmental performance and fire safety improvement requirements. The works will also reduce running costs and contribute to House targets to reduce carbon emissions by 34 % by 2020/21 and reduce water consumption by 50 %. The buildings are Grade 1, Grade 2 or Grade 2* listed, and have not had any significant intervention in the past 40 years. The House of Commons has a responsibility to protect and preserve the heritage of all these listed buildings and maintain their architectural and historical significance. Parliament wishes to assess the interest and capability of the market to manage and deliver the scope of the intended and potential works and what its views are on how a commercial opportunity of this kind might be packaged and delivered. This will include the most appropriate form of contract, for example a framework or term contract are potential options. This will be your opportunity to discuss the Programme(s) and inform Parliament's approach to the procurement process. We hope that the feedback offered by the questionnaire will help shape the interviews and subsequently the overall procurement strategy. Anonymised and summarised results and key emerging themes from the interviews will be made available via In-Tend at the conclusion of the interview process. Information obtained as part of this market engagement may be used to inform a subsequent specification and call for competition by competitive tender in accordance with the Public Contracts Regulations (PCR) 2015. Information obtained shall be managed in a commercially sensitive manner. Potential Contractors are also reminded that Parliament is subject to the Freedom of Information Act. Potential Contractors who wish to take part in the market engagement exercise should highlight any information they are willing to provide which they consider to be commercially confidential. However, they should be aware that the Authority is bound by the legislation and does not have the ultimate authority to refuse a decision to disclose information which it holds. The start date for the procurement is likely to be September 2016 but is subject to further planning.
