Tender description

The Contracting Authority is seeking to appoint developers to provide land for the development of social, affordable and private housing. The land must be in the Lisburn area, as outlined on the map attached at Annex 2 of the MoI. Economic Operators must provide the land, design, construct and ensure completion of the scheme in accordance with, in relation to social housing, the Department for Social Development Housing Guide, the Contracting Authority's requirements and statutory body requirements. The Contracting Authority requires Economic Operators to put forward schemes which offer a high quality development and which broadly accord with the following housing mix: social housing; affordable housing; private rented accommodation; private accommodation for sale and/or shared ownership. Further information in relation to the minimum requirements the site(s) must meet and the conditions precedent to contract award is contained within Section VI.3) Additional information. In order to fulfil its development programme, the Contracting Authority is seeking to appoint developers to provide land for the development of social, affordable and private housing. The land must be in the Lisburn area, as outlined on the map attached at Annex 2 of the MoI. Economic Operators must provide the land, design, construct and ensure completion of the scheme in accordance with, in relation to social housing, the Department for Social Development Housing Guide, the Contracting Authority's requirements and statutory body requirements. The Contracting Authority requires Economic Operators to put forward schemes which offer a high quality development and which broadly accord with the following housing mix: social housing; affordable housing; private rented accommodation; private accommodation for sale and/or shared ownership. The proposed sites must meet each of the following minimum requirements: Location: The site must be within the Lisburn Urban Area, as identified in the map attached at Annex 2 of the MoI. Size: The site must be capable of providing at least 25 housing units in one single site. Ownership: The Economic Operator must own the site and be able to provide clear, non-encumbered title to the Contracting Authority or have an exclusive contract to unconditionally purchase clear, non-encumbered title and transfer this to the Contracting Authority. At PQQ stage, Economic Operators are simply required to confirm that they own the site(s). Demonstration of ownership will be addressed as a condition precedent to the Contract. Planning: — Full planning permission for the proposed number of units which is valid for at least 24 months from the PQQP Submission Deadline; and/or — Outline planning permission for the proposed number of units which is valid for at least 24 months from the PQQP Submission Deadline; and/or — The site(s) must be zoned for residential and/or mixed use to include residential. For the avoidance of doubt, Economic Operators are required to meet only 1 of the above requirements in relation to planning. In addition, the proposed development of the site(s) must be compliant with local planning policy and the Belfast Metropolitan Area Plan 2015 or Belfast Urban Area Plan or Lisburn Area Plan (as applicable). Following the conclusion of the Negotiation Stage, the Contracting Authority intends to enter into a conditional land sale agreement(s) with the most economically advantageous Economic Operator(s). These shall be conditional upon the Economic Operator: — Being able to provide clear, unencumbered title to the Contracting Authority (which contains no restrictive covenants or adverse rights which could impact development); — Securing the Contracting Authority's approval for the detailed scheme, including a detailed specification of works; — Securing full, detailed planning permission with no onerous conditions and which is not subject to challenge; — Providing vacant possession of the whole of the site(s); — Any environmental remedial works have been completed, if applicable, and independently verified by the Contracting Authority's own appointed expert to the Contracting Authority's satisfaction; — Agreeing the final form of the Design and Build Contracts; — Being able to provide appropriate and valid insurances, bonds and warranties commensurate to the scale and complexity of the project, if applicable.
