Food Supply Tenders and Contracts

A food supply tender is a public sector contract for delivering food and beverage products, not for cooking or serving them. Buyers specify ambient, chilled and frozen lots covering meat, dairy, bakery, produce and dry goods, then run a competition or call-off for a supplier to deliver on a schedule. That is different from a catering contract, which covers preparing and serving meals on site.

Many run through frameworks and dynamic purchasing systems rather than as one-off notices. National NHS and education frameworks, and regional council consortium DPS agreements, let a supplier join once and then compete for call-offs as needs come up. Stotles' Supplier Survey found 44% of suppliers use frameworks as their main route to market, and food supply is a category where that shows clearly in the evidence.

Some buyers use narrower codes for miscellaneous food products or soft drinks when a lot splits out by product type, but 15000000 is the one to check first when setting up an alert.

Schools and academy trusts, NHS trusts, care homes, prisons, universities and housing associations are the main buyer types. Contracts commonly split by product line, fresh meat and dairy in one lot, frozen and ambient goods in another, so a single supplier rarely wins every lot in a large tender.
