Pettigo Mill Renewable Energy Hub Phase 1 — Mechanical and Electrical Installation and Integration

Open procedure for the supply, installation, testing and commissioning of mechanical and electrical services at Pettigo Mill, Co. Donegal, as part of Phase 1 of the Pettigo Mill Renewable Energy Hub — the conversion of a heritage corn and saw mill complex (RPS 40850001 and RPS 40850002) into a rural enterprise and renewable energy hub. The Works comprise an integrated mechanical, electrical and renewable energy package, presented in two technical sections for clarity of pricing and scope: Section A (Climatic and Energy Elements): Water Source Heat Pump (16-20 kW, COP ≥4.0) with river collectors and thermal storage; 8.5 kWp Building Integrated Photovoltaic (BIPV) solar glass with 10 kW hybrid inverter and 10.24 kWh battery storage; MVHR ventilation system. Section B (General Building Services): electrical distribution and lighting; fire detection and alarm to IS 3218:2013; structured Cat6 cabling; plumbing and sanitary services; heritage-sensitive builders' work in connection; commissioning and handover. The two sections are technically and functionally interdependent and form a single integrated contract. Award is based on the combined Total Tender Price for Sections A and B. Planning permission has been granted (Ref 25/60156, Donegal County Council, 4 September 2025). Contract form: PW-CF6 Short Public Works Contract. Award criterion: Lowest Price. Construction period: 24 weeks. Tenderers must hold MCS Certification (or recognised equivalent) for renewable installations and demonstrate prior experience of heritage building works.
