GMCA 911 Net Zero: Housing Retrofit Framework Agreement

Tender description

The Greater Manchester Combined Authority (GMCA) has created a Framework Agreement to meet the needs of public sector organisations and their agencies and bodies, registered housing providers, Community Interest Groups, education providers and third sector organisations (the 'Contracting Authorities') for requirements covering the retrofit of domestic public and private properties in England with Energy Efficiency Measures and low carbon technology. Lot 1: Supply of Heat Pump systems and associated components Lot 1 - Supply of Heat Pump systems and associated components provides for the supply of all goods and materials and associated components relating to the supply of Ground Source Heat Pumps (GSHP) and Air Source Heat Pump (ASHP) ("Heat Pump") systems. Associated components may be any item or component required to complete the installation, maintenance or repair of heat pump systems. This includes all heat emitters and radiators, cylinders and vessels, piping and valves, fixings and fittings, replacement parts, consumables, electrical and plumbing sundries, and all associated materials and components and consumables. Lot 2: Supply of Controls and Monitors, Low Energy Lighting, Electrical Heaters and associated components Lot 2 - Supply of Controls and Monitors, Low Energy Lighting, Electrical Heaters and associated components provides for the supply of all goods and materials and associated components relating to Controls and Monitors, Low Energy Lighting and Electrical Heaters and all associated components. Associated components may be any item or component required to complete the installation, maintenance or repair of Controls and Monitors, Low Energy Lighting, Electrical Heaters and all associated materials and components and consumables. Lot 3: Supply of Insulation products and associated components Lot 3 – Supply of Insulation products and associated components provides for the supply of all goods and materials and associated components relating to the insulation of properties. Lot 4: Supply of Ventilation and Extraction systems and associated components Lot 4 - Supply of Ventilation and Extraction systems and associated components provides for the supply of all goods and materials and associated components relating to Ventilation and Extraction systems. Associated components may be any item or component required to complete the installation, maintenance or repair of Ventilation and Extraction systems. Lot 5: Supply of Windows and Doors and associated components Lot 5 - Supply of Windows and Doors and associated components provides for the supply of all goods and materials and associated components relating to Windows and Doors. Associated components may be any item or component required to complete the installation, maintenance or repair of Windows and Doors. Lot 6: Supply of Solar and associated components Services in Lot 6 – Supply of Solar and associated components provides for the supply of all goods and materials and associated components in relation to the installation of Solar Photovoltaic (PV) and Solar Thermal (ST) systems, including battery storage. Associated components may be any item or component required to complete the installation, maintenance or repair of Solar PV, ST and battery storage including all electrical and plumbing sundries and all fixtures and fixings. Lot 7: Design, Supply and Installation of Heat Pump systems and associated components Lot 7 - Design, Supply and Installation of Heat Pump systems and associated components covers the installation of all goods and materials and associated components in relation to the Installation of Air and Ground Source Heat Pump systems. Associated components may be any item or component required to complete the installation, maintenance or repair of heat pump systems. Services under Lot 7 may consist of the installation of measures only, the supply and installation of measures, or, the design, supply and installation of measures and Suppliers will need to be able to satisfy at least one type of service requirement for the heat pump type(s) being tendered for. Lot 8: Design, Supply and Installation of Windows and doors and associated components Lot 8 - Design, Supply and Installation of Windows and doors and associated components covers the installation of all goods and materials and associated components in relation to the Installation of windows and doors. Associated components may be any item or component required to complete the installation, maintenance or repair of windows and doors. Services under Lot 8 may consist of the installation of measures only, the supply and installation of measures, or, the design, supply and installation of measures and Suppliers will need to be able to satisfy at least one type of service requirement. Lot 9: Design, Supply and Installation of Ventilation and Extraction and associated components Lot 9 - Design, Supply and Installation of Ventilation and Extraction and associated components covers the installation of all goods and materials and associated components in relation to the Installation Ventilation and Extraction systems. Associated components may be any item or component required to complete the installation, maintenance or repair of ventilation and extraction systems. Services under Lot 9 may consist of the installation of measures only, the supply and installation of measures, or, the design, supply and installation of measures and Suppliers will need to be able to satisfy at least one type of service requirement. Lot 10: Design, Supply and Installation of Solar and associated components Services in Lot 10 – Design, Supply and Installation of Solar and associated components covers the installation of all goods and materials and associated components in relation to the installation of Solar PV and ST systems, including battery storage. Associated components may be any item or component required to complete the installation, maintenance or repair of Solar PV and ST systems. Services under this Lot may consist of the installation of measures only, the supply and installation of measures, or, the design, supply and installation of measures and Suppliers will need to be able to satisfy at least one type of service requirement. Lot 11: Design, Supply and Installation of Insulation and associated components Services in Lot 11 – Design, Supply and Installation of Insulation and associated components provides for the supply of all goods and materials and associated components in relation to the design, supply and installation of all insulation measures. Associated components may be any item or component required to complete the installation, maintenance or repair of insulation installations. Services under this Lot may consist of the installation of measures only, the supply and installation of measures, or, the design, supply and installation of measures and Suppliers will need to be able to satisfy at least one type of service requirement for the relevant insulation measures being tendered for within this Lot. Lot 12: Design, Supply and Installation of Controls and Monitors, Low Energy Lighting, Electrical Heaters and associated components Services under Lot 12 - Design, Supply and Installation of Controls and Monitors, Low Energy Lighting, Electrical Heaters and associated components covers the installation of Controls and Monitors, Low Energy Lighting, Electrical Heaters and all associated materials and components. Associated components may be any item or component required to complete the installation, maintenance or repair of controls and monitors, lighting systems or electric heaters. Services under this Lot may consist of the installation of measures only, the supply and installation of measures, or, the design, supply and installation of measures and Suppliers will need to be able to satisfy at least one type of service requirement. Lot 13: Turnkey Solutions Lot 13 – Turnkey Solutions covers the provision of whole Turnkey retrofit solutions and all retrofit programme functions including but not limited to programme development, promotion, assessment, delivery, programme management and administration, and programme completion/close. Turnkey solutions will identify properties to target, promote the programme and generate, manage and deliver retrofit schemes to eligible households. Lot 14: PAS2035 Roles Lot 14 - PAS2035 Roles covers the provision of Retrofit Coordinator, Retrofit Advisor, Retrofit Assessor, Retrofit Designer and Retrofit Evaluator roles. Lot 15: Customer Journey Services Lot 15 - Customer (resident/occupant) Journey services covers supporting the Contracting Authority guide the occupant through the retrofit process and provide advice and support to the occupant on any of a number of areas including but not limited to energy efficiency, fuel poverty, low carbon technologies and retrofit. The Customer Journey process begins with the identification of a potential Customer and ends with a completed PAS compliant installation. The Supplier shall be the single point of contact for the customer on behalf of the Contracting Authority.
