Alternative Provider Medical Services (APMS) Graham Road Surgery and Horizon Health Centre - Regulation 14 Urgent Contract Modification

Tender description

Following the unforeseeable need to abandon a previous procurement process for Alternative Provider Medical Services (APMS) in to Graham Road Surgery and Horizon Health Centre, NHS Bristol, North Somerset and South Gloucestershire ICB ("BNSSG ICB") have made an urgent contract modification in accordance with Regulation 14 of the Provider Selection Regime (PSR) 2023 Regulations for the provision of the aforementioned services. The modification is strictly to the term of the contract and is for 12-months to ensure the continuity of essential services whilst BNSSG ICB carries out a further procurement process in accordance with PSR Regulations to secure a long-term provider. The current contract is for the provision of the full range of primary medical services to a registered population of patients. Graham Road Surgery is situated in the Weston Super Mare Central ward of North Somerset, whilst Horizon Health Centre is situated in the Weston Super Mare South ward. The contract extension will start from 1st June 2025 and will run for 12-months up to 31st May 2026. The extension value is £3.471m and will modify the contracts total value from £19.406m over 6.5 years to £22.876m over 7.5 years. NHS BNSSG ICB had previously attempted a substantial, PSR compliant competitive process but had to abandon that process at the point of evaluation for reasons they would not have been able to foresee. BNSSG ICB have subsequently made an urgent contract modification in accordance with Regulation 14 of the Provider Selection Regime (PSR) 2023 Regulations for the provision of the aforementioned services. The decision to make this urgent modification under PSR 2023 Regulations to Pier Health Group Limited has been made by the BNSSG ICB Board and supported by NHS South, Central and West Commissioning Support Unit (SCW).
