Work done so far Extensive industry stakeholder engagement has been completed across the agri-food industry which has led to the creation of the high level requirements for the Proof of Concept solution Which phase the project is in Discovery Existing team The current team consists of the following that work across the project: Data Programmes Associate Director, Head of Industry Collaboration, Head of Animal Breeding and Product Quality - providing stakeholder engagement and SME knowledge, Senior Project Manager, Lead Business Analyst, SME consultant The following internal roles will be recruited during the PoC phase: Cloud Interoperability Architect, Backend Cloud Developer, Federated IAM & Cloud Infrastructure Specialist Address where the work will be done Remotely and On site (if required) Agriculture and Horticulture Development Board, Middlemarch Business Park, Siskin Parkway East, Coventry, CV3 4PE Working arrangements The work can be completed remotely with access to the AHDB team via Teams meetings or calls during office hours. Core times are 9am-4pm but there can be flexibility either side of this if needed. Support will be required during user testing by farmers which may be outside the core hours. Face to face meetings may occasionally be required and will be confirmed by the authority as and when the need arises. Expenses should be considered as part of the total fixed price submitted. It should be assumed that majority of the work will be performed remotely and occasionally AHDB may suggest an on-site meeting with the supplier and anticipate 3-4 visits may be requested over the term. Write the term or acronym: FDE - Farm Data Exchange system is a data sharing platform, with a farmer-operated permissions centre at its core. Data is automatically ingested from various existing data sources and output to other systems. All the data sharing will be controlled by the farmer and the permissions they set. PoC - Proof of Concept (Development of a Proof of Concept system for Farm Data Exchange, which will have a UI for farmers to control, via permissions, the flow of data from various sources to carbon calculator(s)). Are you prepared to show your budget details?: Yes Indicative maximum: The budget for this discovery work is £150k inc VAT and expenses Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work The Agriculture and Horticulture Development Board (AHDB) require a development partner to produce a proof of concept system for Farm Data Exchange (FDE) that will demonstrate that farmers can control the use of their data, through a permissions platform, from and to other systems and data sources. The Proof of Concept (PoC) should enable us to validate our reasoning for the Farm Data Exchange and build confidence within the industry around a practical and deliverable solution. The Proof of Concept will aim to prove four key principles: i.That we can give farmers and levy-payers control of their data through a permissions centre and user-interface to create value for the industry. ii. That we can ingest data for the purposes of a carbon calculation from a variety of targeted external sources. iii. That we can produce a validated output which matches the input schema for a commercial carbon calculator(s). iv. That AHDB can facilitate a collaborative approach with existing data holders/users and data solution providers that will improve ease of sharing data. It is preferred that suppliers bidding for this contract are based in the United Kingdom. Where the supplied staff will work West Midlands Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done Environmental data is becoming increasingly important to governments, businesses, and supply chains. With that, farmers are being asked to measure and report on more and more environmental factors such as carbon foot print. At present, requests for this data are uncoordinated and fragmented, meaning farmers are at risk of duplication and contradiction or losing ownership of their data. This will only increase as businesses start to report on their scope 3, or indirect GHG emissions, to which farming often contributes. Additionally, financial services are also taking environmental performance factors into consideration when loaning or investing funds. AHDB, as an independent and trusted levy body, has been investigating possible solutions for these growing challenges that our levy payers are facing around environmental data. This has involved extensive industry engagement from all areas of the agrifood industry. Our aim is to ensure there is an efficient, coherent and consolidated solution to environmental data custodianship that works for farmers. One that will help farmers take ownership of their data and derive benefits from its value. The Proof of Concept is the first stage of our journey and its aim is to demonstrate that an FDE can provide the transparency, trust and control that farmers need to enable them to share data relating to their farms/holdings and that data sharing can reduce time spent on tasks, such as completing carbon calculations, whilst improving on the accuracy and quality of those outcomes.
