Whitesands Project (Flood Protection Scheme and Public Realm Improvements) – Early Contractor Involvement (ECI) and Main Works Construction Lot 1: Dumfries and Galloway Council (‘the Council’) are seeking to procure support with Stage 1 - Early Contractor Involvement (ECI) and Stage 2 - Main Works Construction for the Whitesands Project (Flood Protection Scheme and Public Realm Improvements). The Council is issuing this Prior Information Notice (PIN) to inform potential suppliers about an upcoming procurement opportunity for Early Contractor Involvement (ECI) support (Stage 1) for the detailed design development of the Whitesands Project (Flood Protection Scheme and Public Realm Improvements), followed by the Main Works Construction (Stage 2) subject to commercial agreement and Council budget approval. This notice aims to provide early information to the market and encourage interested parties to prepare for the forthcoming tender process. It is the Council’s intention to appoint a single supplier to deliver the ECI and the subsequent Main Works Construction through a two-stage process: - Stage 1 – ECI - Stage 2 – Main Works Construction Stage 1 - Early Contractor Involvement (ECI) The Council now requires the services of a qualified Contractor to input to and support the detailed design development of the Whitesands Project through Early Contractor Involvement (ECI), including the production of a Report to detail the methodology, findings and considerations relating to the delivery of the Whitesands Project. The supplier will be expected to deliver, including but not limited to: - Detailed Design Support – To Progress the 60-100% Design - Constructability Review and Construction Methodology - Cost and Programme Certainty - Programme Development (Work Breakdown Structure, Critical Path, Construction and Phasing) - Supply Chain Analysis and Strategy - Community Benefits and Social Value Strategy Additional details will be provided in due course. A “Meet the Buyer” event is to be held. Stage 2 - Main Works Construction The Council would expect the chosen supplier to lead on delivery of the Main Works Construction, with elements including, but not limited to: - Health and Safety Management (CDM 2015) - Site Planning and Management - Waste Management - Traffic Management - Planning and License Condition Discharge This Scope of Work will be further developed and detailed for the subsequent procurement stage and should not be considered fixed within this Prior Information Notice. Estimated Value: The estimated value of the works is GBP 37.5m (Outline Design Scheme Construction Cost). Final project costs for the Flood Protection Schemes are subject to ongoing design work.
