To support the Scottish Government conduct a review into the delivery landscape for digital across health and social care, including the role of Scottish Government itself. Specifically, requiring a evidence-based series of recommendations on how to improve the whole end to end cycle of policy development, commissioning and delivery functions, covering digital products and services across health & social care, with a view to activity being conducted in a more streamlined, consolidated and consistent manner nationally. The recommendations should consider a variety of options, from the status quo through to complete mergers and establishment of a new function. It is recognised that this is a once in a generation opportunity to shape the structures required for the next decade, therefore the review should consider all feasible options..
