Pre-market engagement N/A Work done so far Work is that has already been completed is the establishing of four assets – an operational data store, a matching service, a reference data store, and an analytical data store. These have been developed for the scope of primary education level learner and achievement and attainment data. We will now continue to iterate on these assets with the year on-year changes that occur and ensure the inclusion of secondary, 16-18- and 16–24-year-old learner and achievement and attainment data. This will also include embedding these assets into live running within Operations Which phase the project is in Beta Existing team Our build-test-deploy delivery model is underpinned by an agile at scale build capability. Existing teams are comprised of multi-disciplinary agile delivery skills. These teams are involved in service development for providing new and legacy replacement data services. There are 6 teams with a typical team size is up to 6-12 with a skill mix such as product managers, delivery managers, scrum masters, business analysts, design professionals (data analysts and data modellers), data engineers, and test engineers. Solutions and data architects support cross programme delivery through setting strategic design direction as well as supporting build team decision making. There are embedded SMEs also working within the project. Address where the work will be done All DfE offices with meetings likely in Manchester, Sheffield, Darlington, Newcastle and London as required. Working arrangements This will be a 5 day per week (Monday to Friday) commitment and detailed working arrangements, including team location, size and make-up, will be contained within each statement of work. Day to day delivery will be governed by standard agile delivery techniques. These will be via the scrum approach and the standard agile ceremonies will be undertaken. These will be monitored by the Programme Delivery Manager and Delivery managers. The Product Owners will be responsible for prioritising backlogs in refinement sessions. Peer reviews by technical leads will also occur regularly to ensure fit to best practice and engineering standards. A DfE home office will be assigned upon a resource joining. They will be expected to travel on occasion to meetings at DfE offices. For travel that is not to their home office this will be covered by the expenses as per each statement of work. Special terms and conditions The Supplier shall ensure that no Supplier Staff who discloses that they have a Relevant Conviction, or who is found to have any Relevant Convictions (whether as a result of a police check or through the vetting procedure of HMG Baseline Personnel Security Standard or through the Disclosure and Barring Service (DBS) or otherwise), is employed or engaged in any part of the provision of the Services without the prior written approval of the Buyer. Subject to the Data Protection Legislation, the Supplier shall disclose the results of their vetting process, immediately to the Buyer. The decision as to whether any of the Supplier’s Staff are allowed to perform activities in relation to the Call Off Contract, is entirely at the Buyer’s sole discretion. The Supplier shall be required to undertake annual periodic checks during the Call Off Contract Period of its Staff, in accordance with HMG Baseline Personnel Security Standard so as to determine the Supplier Staff suitability to continue to Framework Schedule 6 (Order Form Template, Statement of Work Template and Call-Off Schedules) 5 provide Services under the Call Off Contract. The Supplier shall ensure that any Supplier Staff who discloses a Relevant Conviction (either spent or unspent) or is found by the Supplier to have a Relevant Conviction through standard national vetting procedures or otherwise, is immediately disclosed to the Buyer. The Supplier shall ensure that the individual staff member immediately ceases all activity in relation to the Call Off Contract, until the Buyer has reviewed the case, on an individual basis, and has made a final decision. Where the Buyer decides that a Supplier Staff should be removed from performing activities, as a result of obtaining information in relation to the Call Off Contract, or for any other reason, the Supplier shall promptly and diligently replace any individual identified Special terms and conditions Expenses will not be paid for the monthly meet ups. The primary location of work will be specified in each Statement of Work (SoW) and expenses cannot be claimed for travel to that location. Expenses can be claimed for travel to any secondary location of work as required and agreed. Expenses are capped to the value specified in the SoW. When travel to secondary DfE sites is required, all costs incurred must comply with the prevailing DfE Travel and Subsistence policy. Parking is not available on DfE sites. Should base location vary it will be outlined and agreed upon the individual statements of work. You will provide expertise and specialism to boost capacity and enhance capability, working alongside our in-house digital and data teams supporting delivery and operational running. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Department has a cross cutting priority to embed data and digital throughout our work starting with improving data access, transparency, and quality to inform policy, operational delivery, and analytical activity. To support delivery of this priority we need to implement a ‘single thread’ approach for supply of data and that there are set patterns and approaches for managing operational and analytical data in relation to the education sector. The business problem you need to solve Establishing the core capabilities for operational and analytical data management and production. Heading up the build, engineering and operating running of the core capabilities utilising the Department’s annual process for collecting, matching, processing, validating, and checking the Department’s business critical datasets on learner participation and achievement, children, and early years as a use case. As the head of data ownership and sharing, I need to limit the sharing and visibility of personal identifiable data so that we protect learners’ identities and only share when there is a permitted purpose. As a data operations engineer, I need access to data that shows where a learner is registered for education, and their characteristics so that I can undertake further data production activities to enable the calculation of funding for schools and colleges at the provider, and learner level (e.g. pupil premium and national funding formula). As a data operations engineer, I need to ensure the National Pupil Database is maintained so that we can share data within the department, across government, the sector and to the wider public domain.
