Tender description
The Council aims to assist in improving the lives of children and young people through the provision of efficient, safe, secure, sensitive, suitable, timely and reliable travel services; and where appropriate, help prepare the child and young person to travel independently. The needs of these children and young people are wide ranging, including Special Educational Needs, Learning Disabilities or Physical Disabilities. To summarise the Core service shall include but not limited to the following:- Deliver HSTS in compliance with relevant legislations and regulations. - A compassionate, quality and caring, person-led service.- Ensure service users are picked up from designated pick-up point, arrive at their destination on time, and are taken to the designated pick-up point on time.- Ensure the provision of Passenger Assistants, where required - Delivery additional services as may be stated in the final specification Lot 1: Vehicles than can provide 9 passenger seats or more Vehicles than can provide 9 passenger seats or more Lot 2: Vehicles that can provide no more than 8 passenger seats Suppliers will deliver HST Services via Taxi/ MPV covering an estimated 900 routes. (Vehicles that can provide no more than 8 passenger seats).Birmingham City Council (BCC) via its Directorate of Children and Young People Services, is looking for qualified providers who are interested in entering into a framework agreement for the provision of Homes to School Travel Services (HSTS) for eligible Children and Young people within the City. Currently BCC ensures travel of about 5,178 children and young people via approximately 1,300 routes daily. BCC is looking to replace its existing Dynamic Purchasing (DPS) Framework which expires in July 2023, with a standard Framework Agreement.The proposed Framework Agreement is expected to be in operation for 4 years, with an estimated value of between £300m - £450m for the duration of the framework agreement. It is anticipated that the framework agreement will be divided into two lots:Lot One Suppliers will deliver HST Services via Minibus covering an estimated 400 routes (vehicles than can provide 9 passenger seats or more) Lots Two Suppliers will deliver HST Services via Taxi/ MPV covering an estimated 900 routes.
