Tender description

Following an open tender procedure Derby City Council is appointing a Concessionaire to establish and operate a car club in the city of Derby Lot 1: Derby City Council is appointing a Concessionaire to establish and operate a car club in the city of Derby. The concession will provide an all-electric car club that provides travel options for local communities and organisations across the city. This will require new bays to be implemented via the Future Transport Zone (FTZ) programme in locations such as Council owned car parks (where EV infrastructure currently exists), and installations as part of new mobility hub developments and community-based car clubs. In addition, the Council will look to place car club vehicles in existing bays where appropriate. We intend to install a minimum of 15 operational bays within the first 3 years of the contract with no upper limit on the number of vehicles to be included in the car club offer, and the Concessionaire shall work with the Council to grow and develop the car club fleet throughout the concession period. The initial contract period is three years; the contract is estimated to commence 1 May 2023 and expire 30 April 2026. There will be an option to extend the contract for two years in annual increments, subject to the Concessionaire achieving the concession performance targets and progress against the growth and membership targets.
