Tender description
Tees Valley Combined Authority Group wishes to establish an economic consultancy services framework to provide the following types of specialist support, focused around Tees Valley economic policy priorities and key sectors: • Business Case Development and Appraisal • Evaluation and Impact Assessment • Econometric modelling Intelligence Analysis and Forecasting • Bespoke policy analysis, relating to economic policy theme and/or sectors • Strategy and Policy Development • Investment Appraisal and Due Diligence Lot 1: Business Case Development and Appraisal Provision of full Green Book five Case Business Cases and review/appraisal of submitted business cases. All advice must conform to the following technical standards: • Tees Valley Combined Authority: Assurance Framework and Monitoring and Evaluation Guidance; • HM Treasury ,The Green Book: Central Government Guidance on Appraisal and Evaluation; • HM Treasury, The Magenta Book: Central Government guidance on Evaluation; • Ministry for Housing, Communities and Local Government: Appraisal Guidance; • Royal Institute of Chartered Surveyors Red Book: Guidance on Valuation;and • Department for Transport: Webtag guidance on conduct for transport studies. Lot 2: Evaluation and Impact Assessment Delivery of evaluation and impact assessments (utilising theory of change and logic model analysis) which can robustly capture and monetise economic, environmental and social impacts in line with new Green Book guidelines, including: • Provision of integrated impact assessments which monetise all potential outputs, outcomes and impacts; • Provision of summative and formative evaluations; • Distributional impacts; and • Compliance with Combined Authority and Government assurance and audit requirements. Lot 3: Econometric modelling Intelligence Analysis and Forecasting Using appropriate modelling tools to provide the following information: • Labour market analysis and impacts (covering economic, social and environmental programme / policy themes); • Emergency response to inform strategy / action planning (including analysis of economic shocks and modelling future impacts); • Provision of horizon scanning/sectoral forecasting (including macro-economic impacts and growth scenarios); • Provision of econometric modelling for the region as a whole; • Economic modelling and associated economic (baseline) intelligence, including (but not limited to) summarising impact and forecasting for large scale projects and portfolio of programmes in Tees Valley; and, • Schools Numbers and demographic analysis (Pupil Projections analysis). Lot 4: Bespoke policy analysis, relating to economic policy theme and/or sectors Including, but not limited to: • Market Demand Analysis by sector; • Business support and business environment; • Sector / Occupational skills analysis; • Thematic / sector analysis and impacts (including but not limited to: GVA / jobs; supply chain assessment; labour market & skills assessments); • Inward investment opportunities; and • Clean energy, decarbonisation and delivering Net-Zero. Lot 5: Strategy and Policy Development • Provision of facilitation support for emerging strategy and policy development (including - but not limited to engagement activity, drafting and preparation of strategy documents) • Survey design, implementation and analysis • Equality Impact Assessments Lot 6: Investment Appraisal and Due Diligence • Provision of investment appraisal in line with RICS guidance (for property support) and the needs of commercial lenders/equity providers • Viability appraisal analysis • Investment appraisals relating to Airline proposals
