Leeds City Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver A service which deals with all energy suppliers for Leeds City Council Empty Properties on behalf of Leeds City Council as landlord, at no cost to the council. This service will include as a minimum but is not limited to: o Switching to a preferred supplier which removes standing charges for the landlord during the void period o Resolving supply issues irrespective of current supplier o Resolving meter issues o Resolving billing issues including opening and closing energy accounts for Leeds City Council and the outgoing/ incoming tenant o Manage the roll out of SMART meters (SMET 1 and SMET 2) to suitable properties o Switching services to support new and existing tenants to switch to the best deal for them To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise.
