Tender description

The Council have an ongoing requirement to have their closed protocol Combined Heat and Power Units (CHP) in Larkhall Leisure Centre and Hamilton Water Palace fully serviced and maintained which is vital to reduce gas consumption of the gas boilers, thereby saving energy and cost. The Council therefore require to procure a contract with Centrica Business Solutions UK Limited (Centrica) to provide a Premier Plus Comprehensive Service within the leisure centres. This Service covers all remote servicing and routine servicing including parts, oil, and labour. In addition, this includes al repairs within the acoustic cabinet of the units. The contract also covers 24 hour monitoring of automatic fault alerts, monthly unit performance reports, condition based monitoring including oil sample analysis, fleet tracking to ensure optimum engineer response remote diagnostics and restart facility, dedicated service desk point of contact for engineer scheduling / customer service, and account management support. The procurement of the contract was undertaken via Negotiated Tendering Procedure which can be justified under Regulation 33(1) of The Public Contracts (Scotland) Regulations 2015 for the following reason:- The services can only be supplied by a particular contractor because competition is absent for technical reasons and no alternative or substitute exists, and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The closed protocol Combined Heat Power (CHP) units installed in Hamilton Water Palace and Larkhall Leisure Centre by Centrica are ‘closed protocol’ systems. The CHP units are stand-alone systems where the device manufacturer produces all the devices and control panels for the complete network and there is no compatibility with any other manufacturer’s components. Therefore, the closed protocol CHP units can only be serviced, maintained, and repaired by qualified engineers from Centrica Business Solutions UK Limited.
