Tender description

<p>The Swindon and Wiltshire Competition (“SW Competition”) is a single funding opportunity which brings together two fuel poverty schemes. Through the SW Competition, the UK Government aims to save households money, reduce fuel poverty, cut carbon, and support the aims of the Government’s Ten Point Plan for a Green Industrial Revolution. The SW Competition provides funding to upgrade homes both on and off the mains gas grid and is comprised of £286.8m for low-income households heated by mains gas through a third phase of Local Authority Delivery scheme, and of £152.2m for low-income households off the gas grid through HUG Phase 1, with a further c. £67m made available in April 2022, totalling c. £219m of investment in HUG Phase 1. The SW Competition will provide funding to improve low energy performance of homes both on and off the mains gas grid in England by installing Eligible Measures. A competition was launched on 16 June 2021 offering local authorities and Local Energy Hubs the opportunity to apply for funding. Upgrades delivered through the SW Competition should be completed by the delivery deadline of 31 March 2023. The primary purpose of the SW Competition is to raise the energy efficiency rating of low-income and low EPC rated homes (those with D, E, F or G) on and off the mains gas grid. This funding will also support low-income households with the transition to low-carbon heating. We expect the SW Competition to result in the following outcomes: Tackle fuel poverty by increasing low-income homes’ energy efficiency rating while reducing their energy bills – a key principle of the SW Competition: Protecting Vulnerable Households in England Strategy 2021; Deliver cost effective carbon savings to carbon budgets and progress towards the UK’s target for net zero by 2050; Support clean growth and ensure homes are thermally comfortable, efficient, and well-adapted to climate change; and Support economic resilience and a green recovery in response to the economic impacts of Covid-19. The SW Competition will support energy efficiency measures and low carbon heating for homes both on and off the mains gas grid, with an aim of upgrading homes to a target energy efficiency rating of EPC C, or EPC D where this is not possible. The project concerns the installation of insulation?and other energy efficiency measures,?non-fossil fuel?heating and micro-generation measures in the homes of households who are?either on low incomes and are?identified as suffering from fuel poverty. The?Delivery Organisation?will be responsible for managing the end-to-end Customer?Journey, which includes?but is not exclusive to: marketing and engagement;? assessing the household’s?eligibility;? conducting a property assessment;? identifying the Measures which are suitable for the Dwelling; carrying out a technical?assessment; installing the Measures; arranging a?mid and?post-installation inspection?(as appropriate);? arranging billing of WECA?(as the Authority)?and the?Customer, as appropriate; and following up with?monitoring and evaluation as per the relevant PAS2035 pathway.???
