Tender description

Construction and fit-out of a Heat Transfer Station (circa 23MW capacity) on an EfW site comprising District Heating pumps, construction of a 7.5 km heat transmission main and supply and installation of 2 no heat transfer interfaces in East Devon. The project is to connect the existing and yet to be developed parts of the Cranbrook/Skypark and Monkerton heat networks to a low carbon heat source at Hill Barton Business Park. When completed the project will provide low carbon heat to some 12,000 homes from an Energy from Waste plant which is currently under development. The Cranbrook/Skypark and Monkerton networks are designed to supply 3,500 homes and 1.4m sq ft of commercial space and 4,600 homes and 800k sq ft of commercial space respectively. The connection project will enable the bulk supply of heat to both networks. The interconnector will also support the planned expansion of the Cranbrook new town to circa 8,000 homes through enabling the delivery of a Future Homes Standard and Future Buildings Standard compliant energy solution. The contract will be split into two Lots: - Lot 1 - Design and Build/Construction Package - Lot 2 - Operation and Maintenance Bidders will be able to bid for one or more Lots but are not obliged in any way to bid for both. Lot 1: Lot 1: Design and Build/Construction Package - Construction and fit-out of a Heat Transfer Station (circa 23MW capacity) on an EfW site comprising District Heating pumps - Construction of a 7.5 km heat transmission main (maximum diameter 350 mm) - Installation will involve a mixture of rural roads, farmland and public highway - Tunnelling (currently proposed method is pipe jacking) required under dual carriageway and in proximity to operational airport - A pipe bridge over the River Clyst - Supply and installation of 2 no heat transfer interfaces: 1) Science Park, requiring separate plant room enclosure adjacent to existing substation 2) Cranbrook/Skypark: within existing 3rd party energy centre Lot 2: Lot 2: Operation and Maintenance - Operation, maintenance and inspections of the constructed pipeline - Operation, maintenance and inspections of heat transfer station - Contractors will be responsible for service, maintenance, repair, replacement and inspection of all plant and equipment included in this package This contract will be offered as an initial 5 year contract, with 2 extensions of 3 years and 2 years respectively.
