Dublin City Council Competitive Dialogue Turnkey Housing Programme

Tender description

The Council through a Competitive Dialogue Process, as specified in Article 30 of Directive 2014/24/EU on public procurement, wishes to identify suitable Candidates to contribute to the delivery of the Dublin City Council Housing Programme 2022-2026. It is not possible to identify definitive solutions at this stage as there are a number of legal and financial aspects which can only be specified by taking account of the particular features of the location of each housing site and the relevant stakeholders. Through the Competitive Dialogue Process the Council wishes to engage with Candidates to identify and define the best means suited to meeting its requirements whether by means of solutions such as the: • Provision of suitable sites with valid planning permission, carrying out design and delivery of housing schemes on selected sites. • Delivery of housing schemes to be ready for occupation by residents under a parallel site Acquisition and Development Agreements with the Council, entitled the Dublin City Council Housing Programme 2022-2026. • Completion and transfer of suitable existing unfinished housing schemes with valid planning permission. • Provision of suitable sites with valid planning permission for a housing development and delivery of such a development. • Delivery of additional units in existing housing schemes or suitably refurbished housing. Lot 234043: (1) 100 or more Housing Units with Planning Permission Provide site with a valid planning permission and deliver 100 No. or more housing units, which could also be a section of a larger scheme Lot 234044: (2) 21-99 Housing Units with Planning Permission Provide site with a valid planning permission and deliver between 21 No. and 99 No. housing units, which could also be a section of a larger scheme Lot 234046: (3) 100 or more Housing Units Partially Finished Provide site with 100 No. or more partially finished housing units and finish out and deliver the scheme. Lot 234047: (4) 21-99 Housing Units Partially Finished Provide site with between 21 No. and 99 No. partially finished housing units and finish out and deliver the scheme
