Provision of Road Passenger Transport Services – North West Routes 30 & 32

Tender description

The Contracting Authority proposes establishing a Multi Supplier Framework Agreement for the provision of Road Passenger Transport Services for a two (2) year period for routes 30/30X & 32 only, in the Western Operational Region. Route 30 & 30X – Donegal Town (bus stop outside Abbey Hotel) to Dublin (Busaras) via Cavan and Dublin Airport. Route 32 – Letterkenny Bus Station to Dublin (Busaras) via Monaghan and Dublin Airport. This Route is shared with Dublin currently with Donegal Drivers operating 5 Services and Dublin Drivers operating the other 4. Both Expressway and Non-Expressway in that region will be advertised and service providers will be asked to quote for the routes that they wished to be considered for. The provision of these services will be for the purpose of supplementing existing bus services, in particular, at times of increased demand for seasonal or other reasons. Bus Eireann will define the age and specification of vehicle required for the Services. Only Coaches with a minimum capacity of 33 seats and up to 10 years of age are required. Coaches which fall outside this requirement will NOT be considered. When the framework is in operation, if and when a supplier is requested to provide a service on an ad-hoc basis or a short-term operational duty for less than 14 days, in order to supplement an existing bus service on irregular basis, award will be by way of a ranking system for each route. For allocation of defined work, for greater than 14 days, Bus Eireann will run mini tender from the framework participants. In circumstances where Bus Eireann requires bus hire as result of a bus breakdown, accident, emergency or other unforeseen event, the service may be offered to the most appropriate geographical based contractor on the panel.
