NICIE does not have an In house Personnel Officer but has staff who have some limited expertise in the area of HR who can assist with some routine duties. NICIE requires a Contractor to provide a HR service to assist them on an ad-hoc basis for a range of HR services. These will include the following: • creation of recruitment documentation, including application forms, job specifications; • the recruitment, selection and interviewing of staff including a panel of associates; • training in Recruitment and Selection for Directors and staff • the handling of disciplinary and grievance procedures with relevant personnel; • creation and updating of relevant policies and procedures required in relation to human resource management ; • understanding of education and public sector; • providing advice and hands on assistance in relation to other issues which fall within the category of employment law and employee relations. This may include concerns to contracts of employment, consultation in relation to changes in terms and conditions of employment, management of the process if a redundancy were ever required within NICIE; • assisting in all aspects of organisational development and restructuring if required; • ensure NICIE complies with all relevant legislation; • monitor equality of opportunity within the NICIE; • liaising with, and supplying information to Internal Audit in respect of all areas involving HR; and • provision of HR services on behalf of various individual grant maintained integrated schools; • other ad hoc HR related issues In addition to the above, the Contractor must provide, prior to award, the details on how information will be managed, Quality Standards and reporting systems in place to ensure a high quality service and show how these systems will continuously improve service delivery. The Contractor must also have contingency arragnements in place should any of the proposed staff bu unavailable due to sickness or any other reasons. Whilst the Contractor must be available Monday to Friday 9.00am – 5.00pm, they must also deliver a flexible service, which will require various requests to be handled at different times during the day, i.e. over lunch, whilst ensuring that the service provided remains of a high quality and achieving the best value for money for NICIE.
