Tender description

Shannon Vermicomposting Ltd. commenced operating a compost facility in Rathcabbin, with a waste permit (WP/TN/008) issued in 2002 by North Tipperary County Council for a vermicomposting waste facility at the Coolross site at Rathcabbin, Co. Tipperary. Shannon Vermicomposting Ltd, the company responsible for historically managing the site: is no longer trading; was the subject of court proceedings; and left material stockpiled on concrete slabs and adjacent lands. This material is stored in large piles of approximately 35,000m3 under plastic covers. The plastic covers are kept in place with approximately 21,500 tyres of varying sizes (car, lorry and oversized tyres). Approximately 189m3 of leachate was also stored in 22 underground tanks (the leachate was removed by Tipperary County Council). The compost material stored at the site: • Comprises trommelled organic fines, sewage sludge and food waste. • Displays low respiration activity in the upper reaches of the piles and can broadly be classified as a “stabilised biowaste” material. • Displays microbial parameters in adherence with relevant or comparable standards. The Works Requirements (described in the Particular Specification) were developed to implement a High Court Order 2005 No 25 MCA dated 10th August 2005. The Works Requirements requires: • The removal of compost waste, contaminated soil, plastic, tyres and, where necessary vegetation, over a two-year period. • Ancillary activities including: o Site set-up for staff welfare. o Improvements to site security comprising new gates, hanging existing gates, new perimeter stock-proof fencing, repairs to existing fencing, sealing of access points in walls to secure the site and installation of security cameras. o Removing contaminated water in underground chambers and making chambers safe by infilling with granular fill and using temporary steel plates during the works to facilitate safe access and egress of transportation vehicles.
