Tender description

The North West Greenway Network, Route 2 – Derry to Muff Contract is for the provision and construction of 3m wide greenway path, with associated kerbing and drainage, kerb realignment, pedestrian / cyclist priority crossing points, lighting, signage, hard and soft landscaping, utility diversions, fencing and structures including a footbridge at the border of NI/ROI. The Greenway route commences from a controlled crossing that links from Bay Road Park / Boom Hall and emerges onto the A2 Culmore Road, at the Foyle Hospice buildings and follows the Culmore Road (A2) for c. 1.6km as far as Springfield Road. From the junction of the Culmore Road and Springfield Road, the Greenway route will progress along Springfield Road via a shared road surface for c. 150m where it enters a segregated greenway corridor through the lands of Thornhill College, re-joining the existing footpath along the Culmore Road c. 200m after the Springfield Road junction. This section of greenway has 3no. retaining structures including a retaining structure of c. 200m in length .at Larcom Drive. The Greenway continues along the western side of Culmore Road for c. 1.1km before crossing the A2 at a proposed new signalised crossing. After crossing, the Greenway turns down Culmore Point Road, which slopes down towards the River Foyle and runs along the existing river defence wall. This section of the greenway has been constructed by DfI Roads and only minor adjustments to the built greenway are anticipated under this contract through this section. At the junction with Ardan Road, a 0.5km spur of the Greenway will provide a connection north-westwards to Hollybush Primary School. Also, at this junction, proceeding along Coney Road, a c. 100m retaining structure to a residential property is required. The main Greenway route will continue from the junction with Ardan Road along Coney Road through level farmland and adjacent to Coney Road as far as Culmore Country Park using a segregated greenway corridor. The Greenway will then return to an existing shared road surface for c. 0.8km along Coney Road. At this location, the Greenway will cross over the County Stream (referred to as Liberty Bridge by the EPA in Ireland) utilising a disused border crossing to Canning’s Lane on the outskirts of Muff. This is the section where the Greenway will cross from Derry into Donegal. The existing bridge, which is in poor condition, will be replaced with a new clear-span footbridge as part of the Greenway project. All works are located in an urban environment. Furthermore, tenderers are advised that A2 Culmore Road carries approximately 13,000 Annual Average Daily Traffic (AADT) and has a speed limit (generally) of 40mph. The location of the works along the A2 Culmore Road in particular will require significant traffic management control, and close liaisons with Department for Infrastructure (DfI) - Roads Service and emergency services to obtain approval for the contractor’s Traffic Management Plan. Landowner Liaison/stakeholder engagement will also be a requirement as part of the scheme. It is therefore a minimum requirement of PQQ Section D, Question D0-1 to demonstrate experience as a main contractor, of successfully delivering a project of similar scale and complexity to the work to be carried out under this contract.
