WP3710 - Evaluation of the Black Country ESF Technical Assistance Project - AWARD

Walsall Council, on behalf of the Black Country Technical Assistance Team (BCTA), is seeking a high quality provider to undertake an expert independent evaluation of the Black Country ESF Technical Assistance Project (2019 - 2021) To carry out an evaluation of the Black Country ESF Technical Assistance Project and produce detailed report which: o Review of the (2019-21) project's success in relation to its contractual obligations including its overall aim, objectives and the achievement of outputs and spend. o Reflect on the 2018 evaluation report and identify highlights of the programme as a whole (2016-2021). o Review the projects' success in relation to project management, partnership working and marketing and communication strategies. o Review the projects' success in relation to Cross Cutting themes (Equality and Sustainable Development) implementation plans. o Assess added value, providing value for money comparisons against other ESF Technical Assistance based projects. o Evaluate stakeholder feedback, identify any potential needs, make recommendations for the delivery of any future Technical Assistance provision in relation to UK Shared Prosperity Fund.
