Tender description

Aberdeenshire Councils Dynamic Purchasing System for Public Transportation. The Dynamic Purchasing System includes Lots for Dedicated School Transport, Local Bus Services and Combined Local Bus/School Transport Services, A2B Dial-A-Bus Services, Additional Support Needs Transport Services, Social Care Transport Services. Lot 1: Dedicated School Transport Services Mainstream School Transport Services are dedicated Home-to-School transport (or Music Centre) services operated by Public Service Vehicles, licensed taxis or private hire cars. The Council specifies the vehicle size and type and also provides a pupil manifest. Minimum Cost School Transport Services are combined Home-to-School transport/local bus services that are registered with the Traffic Commissioner. The Council specifies the route, timetable, vehicle size and type and fares/ticketing requirements. On these services, the Council retains the fare box revenue. South Dedicated School Transport contracts, South Minimum Cost School Transport contracts and South Music Centre contracts will be tendered in order to begin on week commencing Monday 19 August 2019. North Dedicated School Transport contracts, North Minimum Cost School Transport contracts and North Music Centre contracts will be tendered in order to begin on week commencing Monday 17 August 2020. Dates may be subject to change Lot 2: Local Bus Services and Combined Local Bus/School Transport Services Local Bus services are services as defined by Section 2 of the Transport Act 1985 and registered with the Traffic Commissioner. The Council specifies the route, timetable, vehicle size and type, and fares/ticketing requirements. On these services, the operator retains the fare box revenue. Combined Local Bus/School Transport Services are as above, but include journeys to/from schools carrying children entitled to home to school transport. The Council additionally provides a pupil manifest. South Local Bus contracts and South Combined Local Bus/School Transport contracts will be tendered in order to begin on week commencing Monday 19 August 2019. North Local Bus contracts and North Combined Local Bus/School Transport contracts will be tendered in order to begin on week commencing Monday 17 August 2020. Dates may be subject to change Lot 3: A2B Dial-A-Bus Services A2B Dial-a-Bus services are registered with the Traffic Commissioner. Individual contracts will specify whether the service can be operated by either (a) Public Service Vehicles and/or (b) licensed taxis or private hire cars (PHCs). If operated by taxis or PHCs the operator must hold or obtain a Special Restricted Operator Licence. Some dial-a-bus services may have a specified route and timetable which can vary from day to day based on passenger bookings. Other dial-a-bus services may operate on a more flexible basis whereby the Council specifies the operating area and times, with daily pick-ups and drop-offs determined by passenger bookings. Bookings are handled by the Passenger Transport Unit and these are notified to the operator the day before travel. The Council provides drivers with equipment to enable direct communication with the Passenger Transport Unit. South A2B Dial-a-Bus contracts will be tendered in order to begin on week commencing Monday 19 August 2019. North A2B Dial-a-Bus contracts will be tendered in order to begin on week commencing Monday 17 August 2020. Dates may be subject to change. Lot 4: Additional Support Needs Transport Services Additional Support Needs School Transport Services are dedicated Home-to-School transport services for pupils with Additional Support Needs and can be operated by Public Service Vehicles, licensed taxis or private hire cars. The Council specifies the vehicle size and type and also provides a pupil manifest. Additional Support Needs contracts to Camphill School will be tendered in order to begin on week commencing Monday 13 August 2018. All other Additional Support Needs contracts will be tendered in order to begin on week commencing Monday 20 August 2018. Dates may be subject to Change Lot 5: Social Care Transport Services Social Care Transport Services are dedicated services that are provided for the elderly and infirm or adults with a range of disabilities and can be operated by Public Service Vehicles, licensed taxis or private hire cars. The Council specifies the vehicle size and type and also provides a service user manifest. All Social Care Contracts will be tendered in order to begin on week commencing Monday 28 October 2019. Dates may be subject to change.
