Why the Work is Being Done Data visualisation tools make it easier for users to interact and gain insights from data. These insights are an important aide to policy, commissioner and provider decision making as they allow people to understand best practice, variation and performance. This opportunity is being published to determine how the current Tableau Server/s can be deployed to a wide audience throughout the NHS and enable them to become data-informed decision makers. This large-scale solution will be building upon the success of the current deployments of Tableau within NHS England and NHS Improvement so that data can be promulgated through visualisation best-practice to drive a data-informed culture within the wider NHS. A need has been identified and this procurement will include: • Management of the current deployments and further deployments of Tableau Server Clusters. • Analytical Product development via Tableau dashboards to provide demonstrable value. • Analytical Product/Dashboard deployment, enablement and training. • Project Management and Strategic Programme Management. Note: Products in the terms of the NHS are value generating data-driven tools to support decision making. Problem to Be Solved The health and social care systems are complex, with many organisations and teams developing new and innovative ways to drive transformation for the improvement of systems, services and ways of working, which ultimately impact on and aim to improve health and social care within communities. Building a data-informed culture to support these people is essential to supporting innovation and decision making. There are many sources of data within the NHS that need to be made available to the people making decisions on the ground. The promulgation and delivery of this data, along with supporting the NHS population to understand and use data, is the primary problem to be solved. Who Are the Users Many staff across the health and social care community in England are engaged in a wide range of data development, communication and usage. The users working on these projects can vary in terms of both seniority and experience, as well as the type of organisations to which they belong. To work towards the “Digitally-enabled care” chapter of the NHS Long-term plan and “Harnessing technology and innovation” for the “Five Year forward view” these users need to be able to connect, collaborate and share with other users across organisational boundaries and silos using data that is potentially cross functional/team/department/organisation. As a result, we expect innovation in care through staff being informed by data at the point of decision. The health and social care community is made up of users from across national, local and regional organisations and teams, including; Clinical Commissioning Groups, Primary Care Networks, national bodies, Integrated Care Systems, Academic Health Science Networks, patient representatives, not for profit bodies, local government and social care bodies, plus many others. Early Market Engagement Work Already Done An initial rollout of Tableau Server for use widely throughout the NHS is currently deployed at a National level. A number of products that will be delivered via this deployment are currently in progress and developed using Tableau Software. Existing Team The National Tableau development and deployment is currently run by a number of teams within NHSI/E and Arden GEM CSU. The team employs a Deputy Director of Data Services (Product Manager), Head of Analytical products (accountable for delivery of products) reporting into the National Director of Data and Analytics, who will be working closely on this project with the supplier. The supplier is expected to provide a delivery team to work with the Deputy Director & Head of Analytical Products and engage with the wider NHSI/E service team and a group of current/future suppliers. Current Phase Not started Work Location The current team are located remotely but come together at least once a week in London. The Tableau National Deployment will be used across the country and we would expect appropriate research to be accordingly undertaken. Development of various elements of the deployment will take place at the supplier’s address and/or onsite as required. Travel/expenses to sites should be included in your costs and will not be reimbursed separately. Working Arrangments The chosen supplier is expected to accommodate the Product Manager and other NHSI/E service team members where needed for at least 2 days a week for face-to-face or remote meetings. We are looking to deliver solutions according to the Agile principles as documented in the Government & NHS Digital service manuals. We will expect the chosen supplier to perform and provide evidence of such practices in operation. Security Clearance Additional T&Cs 1. All outputs will be owned by NHS England & NHS Improvement. 2. All materials/outputs derived from the contract shall be the property of NHS England & NHS Improvement. 3. GDPR requirements will be discussed and agreed once the successful supplier has been notified (as part of discussions to agree the wording of the call-off contract). Skills & Experience Have demonstrable experience of agile product development to best practice. Have experience in working with data-consumers at all levels of the organisation. Have experience of translating business problems and user needs into technical designs Have demonstrable experience of deploying flexible, agile product delivery teams throughout the product development lifecycle Have experience in using a CI/CD pipeline to deliver products and the testing required within an Agile development process. Have experience of supporting/managing Tableau Server deployments in clustered environments. Have experience deploying Tableau Server Clusters. Have experience of managing and supporting products hosted in a cloud infrastructure and an environment provisioned by the client Have experience in authorisation and access control in large-scale Tableau deployments. Have demonstrable experience of delivering products in environments with high levels of data security and data protection (e.g. Healthcare, Defence, Finance etc) Have experience of deploying User-Centric Design to create products and working with UX/UI best practices Have experience in delivering Certified Tableau training. Have experience in creating custom Tableau-based training. Have experience in managing the logistics of training attendees and reporting training results. Have demonstrable experience in delivering “Centres of Excellence” in analytics. What is your methodology and industry best practice for managing the licensing of software? Based on Agile principles as documented in the Government & NHS Digital service manuals, describe how you apply this to data analytics delivery. Using examples from past experience both NHS or Non- NHS, describe a large-scale delivery of data analytics for an organisation, include governance, security and enablement. What principles, systems, processes do you employ for programme and project management including governance of assets, suppliers, data and security within your organisation? Do you have experience of Data Science or Machine Learning? If so provide an example of value derived. Provide example/s of work with the NHS in providing data analytics. Describe your experience in delivering via cloud platforms. What experience/products/services do you have to support embedded analytics in other application delivery mechanisms?
