Tender description

Norfolk County Council (NCC) wishes to work with Registered Social Landlords (RSLs) or property developers, who are interested in buying, leasing and developing properties which can be used to house people who have learning disabilities and/or autism or physical or mental health problems. This exercise is not for support provision, which will be subject to a separate exercise. Norfolk County Council may be able to provide capital funding for this provision if the investment can be justified. Norfolk County Council wants to work with RSLs and property developers who are interesting in buying (adapting), leasing or new build properties that can be used to house people who have learning disabilities/autism, physical disability or mental health problems. Norfolk is keen to develop capacity in the following areas: (a) accommodation for those with complex needs — new capacity (c.16 units) for people being discharged from inpatient settings or at risk from admission to an inpatient setting and 20 units in small groups (of up to 8 units) for those with enduring mental health issues; (b) progression and recovery services — 40-50 new units of accommodation across the county focused on enablement and additional 20 units in urban areas for move on; (c) low level longer term needs — up to 40 units of mixed community supported housing in all areas of the county and development of up to 25 units of ‘shared lives’ housing focused on those with mental health needs and autism. NCC will consider a range of options for the delivery of suitable accommodation including new developments, adaptation of existing (NCC or RSL) properties and purchase of properties. Norfolk County Council may be able to provide capital funding for this provision if the investment can be justified.
