Tender description

Epping Forest District Council (EFDC) is seeking a modern housing and asset management ICT solution from a suitably qualified supplier. EFDC owns and manages over 6 000 social housing property units, with approximately 1 000 leasehold properties and 2 000 garages. EFDC also owns and manages an array of commercial buildings which include a number of sheltered schemes. The initial contract term will be 5 years, with an option to extend for (up to) a further 5 years. Estimated total contract value below is therefore based on the maximum 10-year contract duration. EFDC is aiming to achieve the following core objectives and outcomes from this project, supported by a technology solution from a suitably qualified supplier: • replacement of a legacy housing management system (OHMS) that has reached its practical end of life; • negating the need for manual processes and spreadsheets; • enabling agile and mobile working in the field (mobilising the housing officer); • enabling housing services to be delivered digitally, supporting channel shift to digital service provision where practical; • build/rebuild super user expertise within Housing; • easier production of regulatory and statutory returns, reducing staff effort; • greater customer insight through analytics enabling mitigation of tenant risks, focused service delivery and resource optimisation; • increased staff satisfaction and productivity; • operational and management information providing early warning indicators of issues and supporting business decisions; • measurable process efficiency – ability to reflect more streamlined ways of working; • reduction in arrears (rents and service charges); • significant reduction in time taken to process estimates and actuals for service charges; • ensuring compliance and early warnings of potential compliance issues; • more efficient but measurable resource utilisation; • measurable reduction in arrears but also prevention, therefore income sustainment; • management system that provides business insight and supports decision making; • supports strategic asset management and decisions about the future of property assets; • implementation of a modern solution that will support EFDC’s CRM strategy and interwork with future solutions purchased.
