Tender description
Norfolk County Council (NCC) wishes to work with a strategic development partner who is able to develop turnkey solutions in conjunction with one or several registered providers to ensure successful extra care schemes are delivered on viable NCC and non-NCC land across Norfolk. Capital funding, as per the Norfolk County Council Independent Living Programme, may also be available for these schemes. Norfolk County Council wishes to work with a strategic partner who can develop affordable extra care either as a standalone scheme or as part of a larger programme of up to 10 schemes. As part of the strategic partnership, Norfolk County Council has some land that has been declared surplus to the needs of the council that could be used, subject to feasibility, for extra care. An example will be supplied to interested parties who wish to have a conversation re this opportunity. The partner must also be willing to engage in opportunities across the whole of Norfolk’s geographical area, working in all districts to identify, appraise and, where viable, develop on non-council land. This would include all aspects of bringing a successful extra care scheme to market, including site identification, land feasibility, purchasing, construction and either continuing as a registered provider to the scheme or able to secure the registered provider for schemes. The partner would also be expected to have experience of being able to access different funding streams to ensure developments are viable. Norfolk County Council has ambitions to increase the affordable housing options for older people as the age, so that they can continue living in homes with the benefits of care on site and peace of mind of a social community. Whilst the council has minimum units for an extra care scheme (60+) and recognises the HAPPI standards for space and light, it does not seek to constrict the development to just and welcomes opportunities for larger care villages or mixed schemes, where extra care may only be a contributing part of a larger development. It is open to all methods of construction and welcomes early conversations with partners on being able to take this forward.
