Tender description
The project is for the provision of waterside shared village community hub and sports facilities at the site of the former Clondermot High School, Irish Street in the Waterside area of Derry City and Strabane District. The project has evolved in response to Derry City and Strabane District Council’s Strategic Outdoor Playing Pitch Development Plan as prioritised by the Waterside Neighbourhood Partnership Board. The project received a funding grant from SEUPB (Special EU Programmes Body) in December 2018. The scheme will result in the decommissioning of an official interface area and its transformation into a vibrant council owned, cross community managed community hub, in which the neighbouring Irish Street and Top of the Hill communities jointly programme and deliver shared education, sport, health and well-being, youth, cultural, and primary and secondary after-school provision on a sustained basis. This contract is envisaged to commence in January 2020 for completion aimed at March 2021. This contract will be for the development of a ready to use shared Community Hub with sports facilities within the timescale and budget set out below. Derry City and Strabane District Council requires a high quality, sustainable, safe and secure building for this bespoke development. A primary aim is that the building will be able to achieve a CEEQUAL Very Good rating. Planning permission for the development has been granted (LA11/2016/0628/F). The permission and conditions, a nominal site layout and building elevations drawing are attached as Annex A. The Community Hub and sports facilities are located on a 4.88ha site. The Community Hub has circa 1 110 m2 GFA over one storey, and includes: • a reception area; • offices and storerooms; • domestic services and plant rooms; • a multi-purpose Community hall and meeting spaces; • changing Facilities External facilities to be provided include: • 1 Nr full size sand mattress natural turf multi-use pitch suitable for soccer, rugby and Gaelic games including ball stop and perimeter fencing; • 1 Nr full size synthetic soccer pitch including provision for ball stop and perimeter fencing and flood lighting; • 4 Nr floodlit synthetic tennis courts; • 4 Nr floodlit synthetic cricket wicket practice net facilities; • site infrastructure including pedestrian and vehicular access, car parking, site wide drainage, street lighting, etc. A key factor in development plans for the Community Hub will be the ability to provide flexible accommodation within the sphere of the planning approvals. The contractual approach is design and develop, for which the contractor will need to provide a full design team. An exemplar design has been developed by the Council's design team. It is expected that the Contractor's design will not vary the exemplar design to the extent that anything further than a minor amendment planning application will be required.
