Why the Work is Being Done The Portfolio needs to deliver several critical products and services, across sectors which are at different levels of maturity. The Portfolio has delivery-based milestone commitments from November 2020 onwards. A Delivery Partner will allow the Portfolio to flex delivery resource to meet demand, at any given point to deliver products / services more quickly and meet milestone commitments. We want the ability to work with multiple resource scenarios: purely internal delivery teams; hybrid teams with internal and Delivery Partner resource; and fully outsourced to the Delivery Partner. Problem to Be Solved We are looking for a Delivery Partner to work with Met Office resources to deliver and support new and existing functionality: 1) Deliver a prioritised backlog of product developments in Amazon Web Services (AWS) 2) Work collaboratively with Met Office teams to optimise delivery and value 3) Work with Met Office to increase maturity of requirements to ensure a continuous roadmap 4) Provide specialist skills, where required We expect to need 2-3 development squads whose resources will flex depending on the delivery, and could include the roles outlined in the skills section. We may also require individual people to supplement internal squads. Who Are the Users Relevant Business Groups customers include the following: - 1. Global (and European) aviation stakeholders accessing SWIM compliant services https://www.eurocontrol.int/concept/system-wide-information-management 2. UK aviation stakeholders accessing a Met Office web portal with access to a range of content aimed at reducing weather disruption across the air transport network. 3. Marine forecasting and services for offshore marine operations. 4. Aviation Data Services - weather and climate data services for airports, airlines, air traffic management and Original Equipment Manufacturers. 5. Transport and Industry related services. Early Market Engagement Yes – an Early Market Engagement day was held with suppliers on 9th July 2019. There is no incumbent supplier. It is Met Office preference not to have sub-contracting arrangements. Interested suppliers may request a redacted copy of the presentation slides by emailing procurement@metoffice.gov.uk. The deadline for requesting a copy is 12 noon on 31 January 2020. Work Already Done Projects in the Portfolio are at differing levels of maturity, with several projects starting up, they range from Pre-Discovery through to early Beta and Live. Additional information will be provided to the short-listed suppliers at the second stage of procurement, including more detail of the projects in the Portfolio, and a scenario which represents details of the project which we would like the Delivery Partner to deliver first. Existing Team There are two delivery teams working directly on delivery of two aviation projects. The team includes: Technical Lead, Solutions Architect, Developers (including testing function), Portfolio Manager, Project Managers, Data Manager, Product Managers and assigned Product Owners. Project work is also supported by a variety of internal technical teams. The key resource being requested is technical resource, however the Delivery Partner may be required to provide SA, BA, PM, UX and UR capability and potentially supply resource to augment the internal Met Office team where gaps are identified - up-skilling if required. Met Office Product Owners will direct the development. Current Phase Discovery Work Location Met Office, Fitzroy Rd, Exeter, Devon, EX1 3PB. The Delivery Partner will be required on-site at Exeter HQ during on-boarding and the initial Alpha phase and project roadmap planning. It is expected this will be for 1-2 months. After working relationships are established, some work may be undertaken remotely, however there would be a requirement for sprint review points and ad-hoc work by the delivery team at HQ - sometimes at short-notice. Some roles or project activities will be required on-site at Exeter, for example, where the Delivery Partner augments the internal Met Office teams. Working Arrangments The developments will follow GDS Service Delivery using Agile methodology. The Delivery Partner will be expected to use the Met Office’s own systems such as JIRA. The team will need to be available to have regular Skype meetings with the Solutions Architect, Product Owner and Project Manager, as well as ad-hoc communication. The Met Office uses Skype for Business to support communication with remote working teams. Security Clearance Work on the Met Office premise or its IT environment will require SC regardless of location. The Delivery Partner’s resources may start work with BC whilst completing SC clearance, which will be provided by the Met Office. It would be beneficial if supplier resource already holds SC clearance. Additional T&Cs Met Offices intends to hold the full IPR for all systems components and at the completion of the projects all source code, business rules and documentation should be provided to the Met Office. All expenses must be pre-agreed between the parties and must comply with the Met Office Travel and Subsistence (T&S) Policy. We will use a credit reference agency (CRA) to assess the Supplier's economic and financial standing and reserve right not to award a Call-Off Contract to the Supplier. All staff who access our assets must agree to our non-disclosure/confidentiality agreements and other Met Office compliance standards. Skills & Experience Ability to flex up to three concurrent delivery teams (5-8 people) Solutions Architect (Reference level: SFIA 5 or 6) Tech / Team Lead Developer (Reference level: SFIA 4 or 5) Developer (Reference level: SFIA 3 or 4) Demonstrate experience of engineering full stack web solutions using technologies: Java, Python, Javascript/Typescript, HTML5, CSS/SASS Demonstrate experience of engineering solutions with AWS managed services (S3, DynamoDB, Lambda, IAM, API Gateway, Fargate, Kinesis) Demonstrate experience of AWS cloud infrastructure (EC2, VPN, ELB, Route53, ECS) Demonstrate experience of building complete deployment and CI automation using technologies such as Jenkins, AWS CodeBuild, AWS CodePipeline, CloudFormation, CDK Demonstrate experience of providing documentation and knowledge handover suitable for supporting full stack systems, during and at completion of contract Full knowledge of the testing triangle including experience of automated testing and BDD testing across a complete stack Demonstrate experience of secure coding compliant with Cyber Essentials Designated person accountable for security i.e. Chief Information and Security Officer Experience of designing, accessing and implementing secure, highly available and scalable API’s with a focus on user experience Experience of working with and transforming large and frequently updating data sets Demonstrate experience of understanding outputs from IT Health Checks and how to resolve vulnerabilities identified Proven ability of delivering solutions with cross-functional teams in an Agile way, including Scrum and Kanban Demonstrate experience of being able to adapt and align to other organisational ways of working to enable successful project delivery Ability to provide a fully managed service, which includes 24/7 support Understanding the security clearance process Nice to Haves Agile Product Owner / Product Management skills (Reference level: SFIA 3 or 4) User Research skills (Reference level: SFIA 3 or 4) Business Analyst skills (Reference level: SFIA 3 or 4) Project Manager / Delivery Manager (Reference level: SFIA 5 or 6) with Agile Project Management experience A proven partnership with Amazon delivering AWS cloud hosted solutions, for large organisations Be an actively registered AWS APN Partner Proven experience of working with government sector organisations Experience of cross-organisation collaborative working Knowledge in the Aviation / weather domain Working knowledge of OGC Standards such as WCS, WFS & WMS Experience of developing solutions using AMQP Staff with existing security clearance No. of Suppliers to Evaluate 3 Proposal Criteria Technical Delivery: 1.1 Demonstrate a proven track record of implementing architecturally challenging enterprise solutions using AWS Technical Delivery: 1.2 Technical and delivery approach as a Delivery Partner working across projects in the Portfolio, which align with Met Office IT and Design principles Technical Delivery: 1.3 Evidence of a large and varied resource pool (e.g. Technical, BA, PM, UX, PO) and the ability to flex and surge resources at short notice Technical Delivery: 1.4 Adherence to Met Office Delivery Principles, which align to Agile principles Support: 2.1 Ability to provide a fully managed service, including 24/7 support and integration with Met Office incident management - ServiceNow Security Policies & Principles: 3.1 Supply of security certification Security Policies & Principles: 3.2 Provision of security cleared staff Security Policies & Principles: 3.3 Secure Delivery Experience Security Practices & Resilience: 4.1 Evidence and process for business continuity, disaster recovery, information security, personnel security and data protection;
