Tender description
CHIC is procuring three contracts for the manufacture, supply and erection of new modular (volumetric) Homes with options for all site works. For two lots, the works may routinely include all associated construction works on site in a whole scheme 'turnkey' approach, all as described in fuller detail in the invitation to tender. For the third lot the site works will be an option. The CHIC Members have requirements predominantly across central and southern England and in Wales, but not exclusively so. They may in the future have requirements in all other parts of England, Wales and Scotland. CHIC is owned by Registered Providers (Housing Associations, ALMOs and Local Authorities) and has large scale membership (currently 92 members). CHIC has successfully delivered a range of materials and works contracts for its members over the last 10 years and these new contracts will form a part of the CHIC 'Buildsmart' approach to the development of new homes by current and future members. CHIC has developed with its members compliant solutions for the development of new homes branded as 'Buildsmart'. CHIC Members (or future members) can access frameworks and contracts for the provision of consultants and contractors to undertake the development of new housing projects utilising traditional construction, timber frame construction or modular housing. This procurement is designed to strengthen the Buildsmart options for members (and future members) by providing a new contract for the provision of modular homes including an option for the manufacturer of the modular homes to also provide full site construction services for small schemes (up to 25 homes) - i.e. under a turnkey contract approach. This will result in the appointment of a business that can offer a full manufacturing and, if required for smaller schemes, a full Turnkey contract package which delivers complete housing schemes including the fabrication, delivery and erection of modular homes. The appointed contractor will be able to demonstrate a proven track record in delivering modular construction and will have within their businesses an established production facility for modular building elements. Volumetric solutions to be delivered under the agreement may include homes (flats, houses, bungalows etc.) for social/affordable rent, shared ownership, market rent, outright sale or a combination of these and other tenures and property types and ancillary buildings which may be retail, commercial, mixed use or specialist type or nature. These may include low and medium rise volumetric buildings. The appointed company will have an existing manufacturing base(s). Where demand under the contract supports increased capacity, CHIC, or other Consortia, will work with the company to establish manufacturing capacity geographically suited to that demand. CHIC has developed with its members compliant solutions for the development of new homes branded as 'Buildsmart'. CHIC Members (or future members) can access frameworks and contracts for the provision of consultants and contractors to undertake the development of new housing projects utilising traditional construction, timber frame construction or modular housing. This procurement is designed to strengthen the Buildsmart options for members (and future members) by providing a new contract for the provision of modular homes including full site construction services - i.e. under a turnkey contract approach. The contract will include for all schemes a service to manufacture, deliver and erect modular homes and, where required, a full main contractor service.This will result in the appointment of a businesses that can offer a full Turnkey contract package which delivers complete housing schemes including the fabrication, delivery and erection of low, medium and high rise modular apartments. The appointed contractor will be able to demonstrate a proven track record in delivering modular construction and will have within their business an established production facility for modular building elements. This lot also includes the potential for the contractor to manufacture and supply kitchen and bathroom pods for incorporation into major development schemes. Whilst the intention of this procurement is to meet the demand for turnkey contractors, the contract also includes the option for modules to be provided on a fabricate, deliver and erect basis, working as a sub-contactor to a main contractor. Volumetric solutions to be delivered under the agreement may include homes (houses and apartments) for social/affordable rent, shared ownership, market rent, outright sale or a combination of these and other tenures and property types and ancillary buildings which may be retail, commercial, mixed use or specialist type or nature.
