Tender description

The London Borough of Hounslow, for itself and on behalf of the London Dangerous Structures Consortium (the Consortium whose members are set out below) requires a single contractor to provide rapid response, emergency shoring, demolition and remedial works to dangerous buildings and structures on a 24 hour a day, 365 days a year basis across the Consortium’s geographical area encompassing London, Dartford and Spelthorne. The contract will also contain a provision for specific planned maintenance works as and when required. The Consortium is comprised of: the Royal Borough of Greenwich, the London Boroughs of: Barking and Dagenham, Barnet, Bexley, Brent, Bromley, Croydon, Ealing, Hackney, Hammersmith and Fulham, Harrow, Havering, Hillingdon, Hounslow, Islington, Lambeth, Lewisham, Merton, Newham, Richmond, Royal Borough of Kensington and Chelsea, Royal Borough of Kingston upon Thames, Southwark, Sutton, Tower Hamlets, Waltham Forest, the Council of the London Borough of Camden, the Council of the City of Westminster, the City of London Corporation, Dartford Borough Council, Spelthorne Borough Council. Interested Contractors are requested to express their interest only by 5 p.m. on the 18 September 2020. Please note, only those who express their interest will be placed onto a select list and will be issued a selection questionnaire and supporting documentation in due course. The framework covers both rapid responsive emergency works and specific planned maintenance work. LBH and the Consortium does not guarantee that any call-off contracts shall be issued under this framework agreement nor do they guarantee any volume of work which may be issued pursuant to such a framework agreement. Further, applicants shall note that appointment to the framework is not a guarantee of any work. LBH and the Consortium’s estimated range of value of the consideration the successful contractor may receive under any call-off contracts issued pursuant to the framework agreement is likely to be above the OJEU works contracts threshold. The maximum estimated value has been provided to cover all unforeseen eventualities that may arise to buildings requiring a complexity of works over a long period of time. However, it is unlikely the maximum value will be utilised. As such this procurement exercise is regulated by the Directive 2014/24/EU of the European Parliament and the UK Public Contracts Regulations 2015. LBH and the Consortium intend to carry out a two stage procurement exercise: 1) a selection questionnaire exercise followed by a shortlisting exercise; and 2) shortlisted tenderers will be invited to tender. Applicants wishing to progress to tender stage must submit a completed selection questionnaire (SQ). The SQ is available from the project page on Londontenders.org It is currently anticipated that the term shall commence on 1 April 2021. Applicants shall be aware that all dates in this advertisement are estimates only and LBH reserves the right to alter the tendering timetable at its discretion. LBH reserves the right to cancel the procurement and not to proceed with the framework agreement at any stage of the procurement process. Applicants shall be aware that members of the Consortium who leave it shall not be replaced. The estimated value of this framework is GBP 4 000 000-GBP 50 000 000.
