Tender description

The University of York (‘the University’) has published this prior information notice to provide potential bidders advance warning of the University's intention to award a framework agreement (‘the Framework’) for the provision of refurbishment and small works projects up to a maximum value of GBP 4 000 000 per project. The University wishes to award the framework to commence on the 1 January 2021, to run for a maximum period of 4 years. The University expects to commence the procurement in late September 2020. It is anticipated that the University shall use the framework to award a number of small works projects annually, with projects typically ranging from GBP 500 000 through to GBP 1 000 000 in value. The University anticipates the framework will be used to award approximately GBP 5 000 000 worth of projects per year. The University shall follow an advertised 'Restricted Procedure' with the tender process commencing in late September 2020. The aim of the procurement shall be to award a framework agreement (‘the Framework’) of a single lot to deliver refurbishment and new build projects with pre-tender estimates of up to GBP 4 000 000. It is anticipated that the framework shall commence on the 1 January 2021 and shall run for a maximum period of 4 years (likely to be 2 + 2 year terms). The concluded framework will give the university the ability to work with and develop a small number of works contractors to deliver the University's rolling pipeline of development refurbishment/works projects. The ongoing engagement through the framework will enable the University to work with the appointed contractors to develop leaner processes over time, and therefore deliver efficiencies. The framework will make awarding contracts much faster and therefore work to reduce time pressures. Call-off options are being determined but are likely to include a direct award option. The direct award option and other award options will enable the University to work with contractors from RIBA stage 1 to reduce some of the issues that can arise when contractors are involved at stage 3 and 4. It is expected that the framework members will engage with other University framework's (i.e. electrical works) to link together approved and tested University sub contractors. It is likely that the framework members will partially be selected for their sustainability track record, and will also be encouraged to develop modern methods of construction to reduce waste. The long term nature of the framework will mean there will be opportunities for apprentices and other work placement and training opportunities.
