Tender description

This tender is to establish a framework agreement for the supply of safe patient moving and handling equipment. The scope of the agreement will include equipment to aid the transport and support moving a patient and may be used in either the Hospital, residential or patient home environment. The framework will include (but is not limited) to the following items: — hoists/patient lifts, — standing aids (both manual and electric), — bathing equipment, — transfer equipment (slings, slide sheets, inflatable devices), — safe patient moving and handling managed service. This lot will cover the supply of manual handling/transfer equipment, including but not limited to: — slide sheets, — transfer slings, — handling belts, — standing and turning aids (both manual and electric), — vacuum lifting chairs and mattresses, — evacuation mattresses and sheets, — spinal/transfer boards, — scoop / general stretchers. The above devices will aid in the safe movement and handling of patients whilst ensuring the patients comfort is optimized at all times and injuries to participating authority's staff is also minimized at all times. Terms and conditions/activity based income (ABI) the terms and conditions of this framework agreement and any resulting call-off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. Submission of expressions of interest and procurement information this exercise will be conducted on the HTE Bravo portal. The managed service provision will incorporate a suite of incremental modules (1 to 6) for the provision of all safe patient moving and handling goods and services as required by the participating authority. All goods and services provided will be used to aid the transport and support moving a patient, in either a Hospital, Residential Home, or patient home environment. The scope for this Lot is broken down into the following modules: Module 1: The supply of safe patient moving, and handling aids and transfer equipment as required by the participating authority Module 2: The provision of the on-going service, maintenance and support for the equipment supplied. The frequency of the service/maintenance regime will be provided at the recommended level as desired by the participating authority (i.e. routine/planned maintenance, fully comprehensive, etc.) and shall include all parts and labour. Module 3: The provisions of clinical patient handling consultancy to support the participating authority embed a cultural change in manual handling practices. Module 4: To conduct a survey and/or risk assessment of the environment the patient is being cared in and identify the patient mobility requirements. This will also include a review of the participating authority's current assets to determine their condition and potential replacement program requirements. Module 5: Successful tenderers shall implement, as agreed with the participating authority, the recommendations identified during the survey/risk assessment. Module 6: Successful tenderers shall support the participating authority when planning their refurbishment, rebuild/new build projects.Should a Authority require assistance in the design of their facilities, Tenderers shall support the design and project management to best optimize the use of the environment and enable the most efficient practices to be undertaken to optimize the best patient care Terms and conditions/activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract is appended to the ITT.
