Tender description

Knowsley Council are inviting proposals from service providers to deliver a travel support service(s) for the following areas: • area 1 SEND Home to School Transport (Lots 1- Lots 7) • area 2 SEND Post 16 transport (Lot 8) • area 3 Children’s Social Care (Lot 9) • area 4 Ad Hoc transportation service for Council Employees and Members (Lot 10). The travel support service will include provision for children and young people, along with Ad hoc provision for Council employees and members. Proposals can include all types of road transport provision. The contract will be for a term of 3 years. The council may extend the contract following the contract period for further periods of time, up to a maximum of 36 months. Contracts will be awarded to bidders who have been ranked first in the evaluation of each lot and the other ranked bidders will be offered contracts (no guarantee of any business) as a secondary service provider. Quantities and measures in this contract cannot be guaranteed and the Council reserves the right to alter routes or journeys this could be for any reasons due to the changing circumstances of any services users. In particular, applicants should NOTE that in the event the council reviews its transport eligibility criteria policy which reduces the number of passengers, route costs will be reduced proportionately. The chosen service providers are required to provide a safe, secure, sensitive, suitable and reliable transport service to meet the needs of service users of differing ethnicity, religious and cultural beliefs. These may be children and young people who may or may not be vulnerable and who may or may not have additional and special needs, for travel to and from schools, and other establishments, as required by the council. The service providers will be expected to provide an efficient and effective quality service. The number of users requiring the service may change. This is due to various factors including but not limited to, change in legislation, service user requirements, service user payment mechanism, change in Council policy or service provision and the number of users requiring the service may change. Therefore the Council cannot guarantee any level of business to the service provider regarding this agreement. It is anticipated that all pupils along with their parents and carers will need to be engaged in order to ensure a smooth transition process from one existing service provider to a new service provider should this be the case. It is a contractual obligation on the service provider to lead and participate in this phased transfer. It should be noted that there may be occasions that only home to destination or destination to home travel maybe required for individual pupils.
