Norfolk County Council (NCC) wishes to work with Registered Social Landlords (RSLs) operating in the county of Norfolk, who are interested in buying or leasing properties which can be adapted to house people with complex learning difficulties and their support workers. There may be other opportunities in relation to other cohorts of service users, such as those with mental health issues, but the initial need is to find RSLs to take over 3 properties, which have been earmarked for the Transforming Care Programme (TCP). This process is not for service providers for the properties, which will be subject to a separate exercise. NCC may be able to provide capital funding towards these properties if the investment can be justified. This is not an opportunity for service providers for the properties, which will be subject to a separate exercise. NCC owns one of the properties, another is owned by a NHS Trust and the third by a Housing Association. The latter two are for sale. Although it is anticipated that the RSL would buy the properties, NCC will consider the option of owning the property and leasing it to the RSL. NCC may be able to provide capital funding towards these properties (purchase or adaptation) if the investment can be justified. This PIN is to establish a list of interested, appropriately capable and skilled RSLs, who will be invited to submit proposals on each property (both for the initial TCP requirements and any future requirements). Although NCC will issue outline designs, we will accept and consider variations to those designs.
