Tender description
Provision of a range of learning and development services to support staff in the delivery of the Environment Agencies corporate objectives in respect of agriculture. The requirements for this contract are to recruit high-quality suppliers who are able to provide a range of learning and development services, enabling environment officers to deliver their role and corporate objectives. This contract will cover the provision of activities in the following areas: • design and delivery of bespoke and innovative training to build knowledge, skills, capabilities and confidence; • support new ways of working and new tools as they develop; • advice and support in relation to training development and delivery; • being up to date with current legislation and trends/practices and consideration around new ways of working. This will ensure that our Environment Officers are: • competent, safe and fully trained to carry out an enforcement role. • prepared, confident and capable in their roles. The Environment Agency (EA) has strategic overarching outcomes that represent its vision for the whole agricultural sector. These outcomes are: • farmers and their advisors understanding their catchment, knowing what matters and taking the best actions in order to reduce impacts; • working with farmers to reduce greenhouse gas and ammonia emissions and improve the management of waste, soil, nutrients and pesticides; • point source pollution incidents and diffuse pollution from the agricultural sector are reduced; • a reduction in pollution incidences and the number of High Public Interest (HPI) sites in the intensive farming sub-sector, particularly relating to odour and amenity; • farmers adopting water efficiency measures and planning longer-term for changing water availability; • industrial waste spreading to land in order to improve soil quality and for it not to be seen as a route for cheap waste disposal (working with the Biowaste sector); • fewer water bodies failing to meet good ecological and chemical status under the water framework directive due to agriculture; • its regulatory approaches complementing market-led and voluntary measures. Its use of ‘Earned Recognition’ to reduce the regulatory burden on those who consistently perform well. • that they are respected by the industry and work in effective partnerships locally and nationally.
