Tender description

NYnet and NYCC (together the ‘Authorities’) have secured funding of GBP 12.5 m to roll out Phase 4 of the Superfast North Yorkshire programme. Additional funding may be available throughout the term of the contract. The project aims to deliver against a vision to secure as close to 100 % coverage as possible of next generation access (‘NGA’) broadband in North Yorkshire (‘the County’). The project recognises that the broad geography of North Yorkshire and its sparsity of population means NGA infrastructure of 30 Mbps and above may be limited in scope. However, with the application of public sector funds to stimulate the market, suppliers’ are invited to propose the most extensive coverage possible delivering 30 Mbps and above using whatever range of NGA compliant technologies they consider most appropriate. The contract will be awarded through the competitive procedure with negotiation as set out in Regulation 29 of the Public Contract Regulations 2015. This will involve a selection stage (the ‘SQ’) following which selected suppliers will be invited to submit an initial tender for the contract. The term of the contract will be the planned period of works plus 10-years. With regard to the scope of the properties that fall within this project; in short, any property within the County is eligible to be included in the project, provided, irrespective of technology, they are not in receipt of NGA broadband services with a speed of at least 30 Mbps as defined by the European Commission and BDUK guidelines.
