Richmond Housing Partnership (RHP) is seeking a development partner with whom they will deliver a regeneration of Ham Close, a residential estate in Richmond, London. The project seeks to deliver up to 452 new homes, community facilities and environmental improvements. The homes will re-provide for the existing residents alongside additional affordable, intermediate and private sale. Ham Close is a housing estate of 192 homes located in the London Borough of Richmond upon Thames, consisting of 14 residential apartment blocks and two community buildings ranging between one and five storeys. Richmond Housing Partnership (RHP), the freehold owner of the estate and landlord, is seeking a development partner with whom they will regenerate Ham Close. RHP has secured broad support across key stakeholders (including the community, the London Borough of Richmond-upon-Thames (LBRuT) and the Greater London Authority (GLA)) for a masterplan which will deliver a new residential community of up to 452 new homes and community facilities. The new Ham Close will need to re-provide homes for our existing customers alongside additional affordable, intermediate and private sale homes. RHP and LBRuT have been working with residents for a number of years prior to seeking a development partner and RHP have commenced the buyback of a number of leasehold properties. The Ham Close development is currently exempt from the Mayor's proposed requirement for regeneration schemes to have a formal ballot under transitional arrangements. The GLA and LBRuT have committed grant funding to support the delivery of affordable homes, conditional on a start on site by March 2022. It is intended that the Development Partner will submit a planning application for the whole site during 2021 with construction works commencing on-site no later than March 2022. It is envisaged that the development partner will lead the discussions with planners in line with a Collaboration Agreement and Land Sale agreement between RHP and the London Borough of Richmond-upon-Thames that will transfer ownership of additional LBRuT owned land to RHP, deliver community facilities and includes the use of their CPO powers if required. RHP will fund and manage the re-housing and leaseholder buyback programme whilst the development partner will fund the construction, with RHP purchasing the affordable, intermediate and possibly some private sale homes at a pre-agreed rate. A land payment and an overage agreement for RHP will also be expected from the development partner.
