Tender description
Rochford District Council are seeking to procure a development partner to deliver a new, modern and fit for purpose civic office facility funded by the development of five sites owned by the Council. The Council intends to use the competitive dialogue procedure for this procurement so that the development partner has the opportunity to influence the scale and scope of the redevelopment of the sites for the benefit of the Council and the development partner. The sites are expected to be predominantly residential with some elements of commercial and community space. The Council wishes to engage with the market to inform and shape its strategy for the procurement, which is expected to commence Q2 2019. Rochford District Council is currently operating from multiple locations and occupies properties which are surplus to requirements. The Council intends to consolidate from multiple locations to bring together services and allow the Council to be able to operate more efficiently. The aims of this procurement are to work with a development partner to deliver the refurbishment and extension of the Freight House site in Rochford to house the Civic Suite and office accommodation with public facing services. The development partner will have the opportunity to develop the following sites to deliver this new facility: Freight House, Rochford — Refurbish and extend to give it a new lease of life. The site would be transformed into more efficient offices for Council staff and partners, as well as a Chamber for Council meetings and a community space. Mill Arts and Events Centre, Rayleigh: re-develop with a suitable proportion of the ground floor retained for Council and community use. Civic Suite, Rayleigh (which is currently used for Council meetings): re-develop for residential purposes or alternative use. The Council invites interested partners to complete a short developer questionnaire.
