Tender description

Network Rail (NR) intends to use a dynamic purchasing system (DPS) as a non-exclusive sourcing vehicle for training analysis and design and materials development services. The DPS shall operate with 3 main categories: — Category 1: Analysis and Design, — Category 2: Materials Development, and — Category 3: End to End Analysis and Design and Materials Development. The DPS shall operate for an initial term of 4 years (48 months), with an option to extend the term for a further 2 years (24 months) on either a 12 month + 12 month basis, or a consecutive 24 months basis. Providers may apply to joint the DPS at any time over the duration of the DPS duration. This category is concerned with understanding our equipment, systems, processes and job roles, identifying how people are impacted by something new and how best to support them to do their role. Learning needs analysis forms the foundation of Network Rail’s work and provides the data to determine what our people’s learning and development requirements are. The provision of role and task analysis is also key in order to determine and evidence Network Rail employees learning and development needs in a specific scenario. This analysis informs the Network Rail training design. Key Analysis and Design areas are: — learning needs analysis, — learning solution design, and — standards and quality assurance. There shall be no limit on the number of providers admitted to this category. The scope of services, contract and relevant supporting documents in respect of this category and the DPS can be found within the procurement documents available via the opportunities listing at: https://networkrail.bravosolution.co.uk The estimated maximum total value of this category over the initial DPS duration (48 months) is 2 750 000 GBP (+ 138 000 GBP + 138 000 GBP if the optional term is used). This category is concerned with the development of training materials in accordance with analysis and design outputs. Development can take different forms depending on the requirements of the customer, each requiring specific skillsets. Embracing a ‘blended learning’ approach, skillsets are identified as follows: — learning solution design, — *learning solutions and product development, — stakeholder management, and — standards and quality assurance. *This includes (but is not limited to) the design, production and testing of eLearning products, augmented reality products, physical learning, 2D and 3D animations, graphics. — digital assets (e.g. app development, mobile training development, video, photography, graphic design), computer based simulation and virtual reality (VR), and — telecommunications – e.g. design, development and delivery of occupational telecom training solutions for new specific telecommunications training solutions. Namely for IP data, IP voice (fixed), GSMr mobile, IP security and IP Station information and security systems to the UK railway. Network Rail is keen to develop partnership relationships with those suppliers deemed to possess the capability to provide solutions to support large technological type programmes. This category is concerned with the provision of end-to-end analysis and design and materials development, namely: — Analysis and Design, — learning needs analysis, — learning solution design, — learning solution development, and — end to end project/programme support, and — business change. This end-to-end service embraces a ‘Blended’ learning approach across all media and platforms, aiming to bring impact in an engaging, connected and efficient way. Learning solution and product development includes (but is not limited to): Design, production and testing of eLearning products, augmented reality products, physical learning, 2D and 3D animations, graphics, digital assets (e.g. app development, mobile training development, video, photography, graphic design), computer-based simulation and virtual reality (VR). There shall be no limit on the number of providers admitted to this category.
