Tender description

Portsmouth City Council ('the Council') is inviting tenders for a single supplier contract to provide Bikeability training to primary and secondary school pupils, including academy schools within the council's boundaries. The supplier is required to deliver Bikeability combined Level 1 and 2 national standard training to primary school pupils in Years 5-6 and Level 3 training to secondary school pupils in years 7-9. At least 1 550 training spaces are required in the first year. The Council has secured 58 901 GBP from the department for transport to deliver this training from 1.4.2020. Funding is secured for year 1 only and the initial contract period will be a fixed term of 1 year. Should further funding and budget become available the council may extend the contract, in increments to be agreed to a maximum term of 5 years. This is tender is being run in accordance with the open procedure. The closing date for receipt of tenders is 17.1.2020 at 14.00. The contract will commence on 20.4.2020. Portsmouth City Council ('the Council') is inviting tenders from suitably qualified suppliers to provide Bikeability training to primary and secondary school pupils, including academy schools within the council's boundary. Bikeability is a UK government recognised cycle training scheme which is underpinned by the national standard for cycle training. The supplier is required to deliver Bikeability combined Level 1 and 2 National Standard training to Portsmouth primary school pupils in Years 5 and/or 6 (ages 9-11) and Level 3 training to Portsmouth secondary school pupils in Years 7 to 9 (ages 11-14). All training is to be delivered in schools, including SEN schools where it may not be possible to run courses at full capacity and with the possibility that some of those spaces will be delivered outside of school times. The supplier will be required to: — be Bikeability registered, — provide enough equipment (bikes, helmets, high-visibility vests) to run a full Bikeability course at any course location in the event the school/pupils are unable to do so, — market to all schools directly and motivate schools to maximise take up of training places offered, — liaise with schools' chosen contacts regarding booking and timetabling, — supply official Bikeability approved certificates and badges, — be able to train new cycle trainers in accordance with the qualifications criteria set out by the national standards, — ensure all staff involved in service delivery have DBS checks to an enhanced level and sufficient first aid training, — carry out risk and health and safety assessments and provide copies to the Council on a monthly basis. The supplier is required to provide a minimum of 1 550 training spaces in the first year. This is made up of 1512 Level 1 and Level 2 combined training spaces and 37 Level 3 training spaces. The Council has secured 58 901 GBP of funding to deliver Bikeability training from 1.4.2020 to 31.3.2021. Funding is currently only secured for year 1. The initial contract period will therefore be a fixed term of 1 year. Should further funding and budget become available the council may choose to extend the contract, subject to the agreement and performance of both parties, in increments to be agreed up to a maximum contract term of 5 years. The value and availability of funding sources in the future cannot be guaranteed. In the event that additional funding for the provision of cycle training can be secured, the selected supplier will be required to deliver additional training spaces and the value of the contract could increase significantly.
